Position Description

We are seeking an experienced Air Force Program Executive to position the company for new business in support of Air Force Programs, specifically through the company’s Netcents 2 NetOps Small Business contract. The ideal candidate will be responsible for driving business development, actively participating in capture and proposal efforts and the full operational deployment of the AF Program Office. This role also entails significant strategic and transition planning from the proposal phase through award, startup, and execution of the contract. The AF Program Executive will manage and optimize multiple task order baselines including operational readiness, customer mission quality, schedule, subcontractor management, customer relationships and satisfaction and contract execution within budget parameters and in adherence with corporate CMMI ML2 Program and Project Management lifecycle, policy and processes.

Job Duties and Responsibilities
  • Accountable for achieving established goals in the areas of business development (annual revenue and profit objectives), financial management (P&L responsibility) and customer and people management
  • Develop strategic and tactical plans for business growth
  • Expand and grow key business relationships in the government marketplace in order to achieve business expansion
  • Generate and maintain extensive knowledge of current developments in the Air Force and its departments in order to assess current and upcoming needs and to identify and shape opportunities
  • Lead multiple programs (awarded task orders) and strategically plan for and monitor use of resources
  • Manage and coach subordinate Program Managers (PM’s) with varying levels of experience (as program execution develops over time) ensuring the development and delivery of program deliverables in accordance with contract terms, quality standards, and company policy
  • Provide various monthly executive reports to include program status, financial reporting, profitability analysis and cost planning/reporting analysis

Knowledge, Skills & Ability Requirements:
  • BS, Computer Sciences, Electrical Engineering or Information Systems required; MS desirable
  • Prior military (AF) experience is required
  • 15 years in project/program management of the design, integration, and implementation of complex information systems
  • 10 years in advanced engineering design, development and deployment
  • 5 years in government information systems acquisition
  • Demonstrable leadership agility and strong interpersonal and team building skills
  • Ability to effectively manage multiple stakeholders in order to orchestrate a collaborative and winning environment
  • Superior communication and presentation skills
  • Ability to translate customer requirements into effective and winning bid strategies
  • Experience managing outsourced suppliers/partners
  • Experience with MS Word, Excel, Visio, Project, and PowerPoint is required

Additional skills and experience are desired in the following:
  • AF & DoD acquisition experience
  • AF CITS and NM/ND experience
  • Transmission Engineering experience
  • Understanding of DoD PKI
  • Understanding of ITIL
  • Understanding of IA & C&A
