About the Americas Healthcare Privacy & Compliance Officer

The TS HIPAA Compliance and Security Officer/Strategist will oversee all ongoing activities related to the development, implementation and maintenance of HP Technology Services privacy and security policies required under HIPAA and the HITECH Act in accordance with applicable state and federal laws of the United States.

The candidate will partner with TS Pursuit, Sales, Delivery, ES Compliance and appropriate supporting teams to continually advance and improve TS compliance with HIPAA/ARRA/HITECH regulatory requirements (Security, Contracts, Data Privacy) while balancing business cost and seeking opportunities to leverage and expand TS services in appropriate market segments

Candidates for this particular position will need to have both healthcare sales as well as fundamental HIPAA privacy and security experience, as they will serve as a liaison to corporate Compliance and develop the security control standards for HP Technical Services.

Under broad direction, the selected candidate will:
Apply knowledge of TS sales, pursuit & delivery operations to help assess risk and define appropriate policies and procedures in conjunction with HP EB Privacy and Compliance direction and standards.

Work with Subject Matter Experts within Compliance to monitor and analyze industry legislation, regulations and standards that may apply to or affect TS business.

Advise operations and marketing groups of current or proposed regulatory changes.

Evaluate and ensure HP practices are in compliance with the appropriate regulations.

Communicate compliance developments to management concerning industry legislation, regulations and issues.

Responsibilities include:
Leadership of the HIPAA Privacy & Security Oversight Committee.

Lead US-wide dialog with EB Compliance and other business units to promote a standardized, consolidated approach to compliance and growth in the HLS marketplace.

Assessing relative risk to HP TS based on BAA contractual requirements and federal regulations.

Ensure that our HIPAA program is effectively integrated into our service delivery methodologies.

Function as the business liaison for HP EB Compliance through ongoing compliance monitoring and reporting as required by federal and state regulation, and directed by Compliance and TS management.

Engage with Account Sales teams and Contracts negotiators to enable sales and ensure Compliance obligations are documented, accepted and understood by management along with associated costs. (for example via Delivery Review Process as a functional opinion)

Ensure HIPAA privacy and security training and orientation of all necessary HP TS employees. Develop annual refresher training and oversee approval by HP EB Compliance and Legal.

Establish and maintain a process or mechanism to track employee access to customer protected Health Information (PHI).

Establish and maintain policy to comply with “periodic security assessments” where TS is defined as a BA and/or as directed by HP Legal and Compliance.

Oversee assessment process and report. Work with EB Compliance to track corrective actions.

Establish and administer a process for receiving, documenting, tracking, investigating and taking appropriate action on reported incidents concerning HP HIPAA Privacy and Security policies and procedures in coordination with HP Compliance and, when necessary, HP Legal Council.

Initiates, facilities and promotes activities to foster information privacy awareness within HP Technology Services.

Formulate plans to ensure compliance – review findings and recommendations with TS, EB, and compliance stakeholders, ensure BU ownership and progress.


Job Requirements:
Knowledge of regulatory requirements including HIPAA, NIST and Data Privacy.

CHP (Certified HIPAA Professional); CISSP (Certified Information Systems Security Professional) Certifications strongly desired.

Experience with health care compliance planning and implementation.

Program Development - Demonstrated ability to lead cross business programs and implement process improvements or develop business


Excellent communication skills, written and verbal skills.

Negotiation experience with senior level customer management and experience working with Pursuit, HP Legal/Contracts teams to identify and improve contractual risk.

Expert knowledge of TS portfolio, delivery and pursuit methodologies.

5+ years Technical Services experience including business development, delivery operations and sales/pursuit.

Bachelors or undergraduate degree or equivalent diploma, or combination of education and relevant experience.

Broad knowledge of HP BU organizations, culture, policies, products, markets and processes.

Skills in planning, problem solving, analysis, collaboration and communication.

Fluent with Microsoft Office suite (Word, Excel, PowerPoint) & Share Point.

Experience crafting & delivering executive level presentations.

Experience in Security consulting or customer facing sales experience.

Team player.
