The Analyst, Procurement is responsible for developing and overseeing office-wide procurement processes. The Analyst also is responsible for the development and issuance of purchase orders using appropriate acquisition procedures and contract operations on behalf of OSE. This position also develops all bid specifications, scope of work, and other necessary information needed for vendors; recommends approval or disapproval of invoices for payment; reviews purchase orders and contracts and analyzes pricing on purchase orders; and prepares detailed findings and other documentation in cases of dispute over purchased items.

The Analyst, Procurement reports to the Manager, Fiscal Accountability.

Educational Requirements
Bachelor's Degree

Qualifications
  • Bachelor’s degree and 2-4 years work experience.
  • Master’s degree and specific experience in project management strongly preferred.
  • Previous exposure to or experience in the education sector a plus.

Responsibilities
The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties, and/or skills required. Other duties may be assigned.
  • Facilitates the procurement process for all units within OSE.
  • Trains and supports OSE staff on the procurement process.
  • Coordinates or implements several small or medium-sized projects, or components of a larger project.
  • Determines nature of obstacles and best DCPS staff to resolve, and tracks and follows up until issue is resolved.
  • Coordinates and follows up on logistics of funding projects, working with HR, budget, and procurement.
  • Builds relationships and liaises with various internal departments to drive collaboration and project success.
  • Tracks and reports progress of projects through use of various computer programs and tools.
  • Interacts with and responds effectively to urgent requests from multiple internal and external DCPS stakeholders.
  • Refines and improves project management process; identifies patterns/trends in issues across multiple projects; and develops longer-term, systematic solutions to address them.
  • Stays closely aware of progress of projects, high-level initiatives, and emerging issues across DCPS organization; and informs the Director of developments that impact or change the direction of programmatic priorities.
  • Supports the development of supply budgets for office departments; and monitors draw down of funds.
