Under the general direction of the designated supervisor, the position is responsible for implementation, administration, management, security, advance training and evaluation of the Police Department ERP system and all auxiliary application systems that directly support the Police Department ERP system. Also assists in developing functional business processes for new and existing systems. Participates as a development team member to ensure that business rules are properly implemented during software development.

Carries out supervisory responsibilities in accordance with the City’s policies and applicable laws. Responsibilities include training employees; assigning and directing work of the Police Department Network Technician.

Management of application systems, including design, development, documentation, analysis, creation, testing or modification of computer systems or programs, including prototypes, based on and related to user or system design specifications. Test and implement upgrades for all auxiliary application systems. Responsible for application of systems analysis techniques and procedures, including consulting with users, to determine hardware, software or system functional specifications. Serves as a liaison to software vendor(s), software/hardware service provider(s), managers and other staff. Coordinate business practices between divisions to ensure best practices and workflow optimization. Provide system support, including customizing and maintaining all applications screens, fields, tables, indexes, forms, reports, and documents. Manage security for all users on ERP and auxiliary application systems. Provide advance applications training and functional support to all users. Will be required to work in on-call status during assigned periods. Performs other duties as assigned.

Minimum Requirements:
Bachelor’s degree in computer science or related field. Five years experience in application maintenance and customization; or an equivalent combination of education, experience, and/or training that provides the required knowledge, skills, and abilities. Must possess a valid Florida Driver’s License with an acceptable driving record. Knowledge of Client/Server database applications. Knowledge of Client/Server network environments, including workstations and printers. Certification in Access, Visual Studio, SQL, and Crystal Reports preferred. Experience in Unidata preferred. Knowledge of Windows operating systems. Must be able to manage multiple projects and meet deadlines. Must be able to project a confident attitude in all situations. Proficient in the use of word processing, spreadsheet, database and presentation software. Has the ability to speak clearly and persuasively in positive or negative situations. Skilled in both oral and written communications. Has the ability to establish and maintain effective working relationships.

Supplemental Information:
Tasks involve sitting for long periods of time; standing; walking; kneeling, bending, stooping, reaching, pushing, pulling and performing other physical requirements commensurate with demands of the position. Manual dexterity to operate equipment in performance of duties. Must have good vision (corrective lenses acceptable); must be able to hear (hearing aids acceptable); must be able to speak (express or exchange of information by means of spoken words). Must be able to lift and/or carry/move up to 10 pounds. Contact with internal and external customers, vendors, outside agencies and the general public. Will be required to work hours other than the regular schedule including evening, weekend, holidays and during emergencies.
