The Bureau of Overseas Buildings Operations (OBO) directs the Department of State's worldwide buildings program that serves the U.S. Government community abroad. OBO's mission is to provide safe, secure and functional facilities for U.S. diplomats and to promote U.S. interest worldwide through excellence in facility design, construction and maintenance.

These positions are located worldwide with the U.S. Department of State, Bureau of Overseas Buildings Operations (OBO), Construction, Facilities and Security Management (CFSM), Construction Management Office (CM). The incumbent serves as an Architect, responsible for assisting the cognizant CM Branch Chief and/or OBO Project Director (PD) in planning, directing, managing and coordinating construction projects.

. DUTIES: Back to top The Architect's responsibilities and duties shall include, but not limited to, the following: -Participates in pre-qualifying potential bidders, bid evaluations and contract award meetings.

-Reviews, monitors, and coordinates project safety issues with the Contractor, the post OSHO or/and Safety Officer in CM's Construction Support Division.

-Evaluates Contractors' proposed submittal substitution with an architectural perspective for completeness.

-Assists post and/or manages the work of the OBO Construction Management Project Contractors in planning, coordinating, evaluating, and scheduling the work to meet required standards.

-Reviews and evaluates design calculations and data provided.

IN ADDITION to meeting one of the basic qualifications requirements listed above, the applicant MUST have at least 1 full year of specialized architectural experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position . This experience is related to the work of the position and equivalent to at least the FP-02 level in the Federal service. Qualifying specialized experience must demonstrate the following:

**Experience in analyzing and evaluating design and construction date and information.

**Experience in analyzing project progress through reports and on-site reviews.

**Experience in identifying and advising on problems that affect timely completion of projects.

Applicants applying as Architect must show that they possess a professional knowledge of architectural as evidenced by one of the following: Basic Requirements:

A. Degree with architecture coursework – To be acceptable, the degree must be in architecture; or in a related field that included 60 semester hours of coursework in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. B. Combination of education and experience--college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional architect, and (2) a good understanding, both theoretical and practical, of the architectural sciences. The adequacy of such background must be demonstrated by ONE of the following:

Related curriculum – Degree in architectural engineering may be accepted as satisfying in full the basic requirements provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A immediately above. Experience – An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture. BENEFITS: Back to top The Overseas Building Operations has a program that allows personal service contract employees to be reimbursed for their health premium costs that they incur during the period of performance. The program pays up-to-5% of the employee's base salary of up-to-50% of the insurance premium cost (not to exceed 5% of a GS-15/Step10 salary equivalent) towards either an individual policy of a family policy.
