In this position, you will serve as an Archives Aid or Technician in one of the regional Federal Records Centers of the National Archives and Records Administration (NARA).

This is an open continuous announcement which will establish an inventory of applicants interested in a career as an Archives Aid or Archives Technician with NARA. This inventory of applicants will be used to fill positions as they occur across organizational components at multiple duty locations and grade levels. The available vacancies may be filled as permanent, term or temporary appointments, and with full-time or part-time work schedules.

WHERE WILL POSITONS BE FILLED?

Positions may be filled at the following locations:
National Personnel Records Center located in Spanish Lake, MO;
National Personnel Records Center located in Valmeyer, IL;

Federal Records Center located in Lenexa, KS;

Federal Records Center located in San Bruno, CA; and

Federal Records Center located in Suitland, MD.

WHAT GRADE LEVEL(S) WILL BE FILLED?

Vacancies may be filled at the GS-3, GS-4, or GS-5 grade levels. Although this announcement is advertised for multiple Record Centers, duty locations, or grade levels; it is not the intent to convey any expectation that positions will be filled at all Record Centers, duty locations, or grade levels.

DUTIES:
Duties at the GS-3 grade level may include: Assisting in the accessioning (receiving, unloading, screening, boxing, labeling, transporting, and shelving) of records; preparing discrepancy correction forms; entering reference service request data in an automated case management system; providing reference services by searching for re-filing, or inter-filing records using automated systems and basic cross-reference materials; photocopying records; preparing outgoing records for transmittal; preparing correspondence forms and reports; identifying records eligible for disposition, removing records from shelves and preparing records for disposal; and providing technical assistance to lower-graded employees.

Duties at the GS-4 grade level may include: The duties listed above. In addition, you will be leading work crews, planning work projects, identifying staffing and equipment requirements, preparing progress reports, and conducting quality checks; searching findings aids or other reference sources as needed for special projects or requests; reviewing, screening and addressing requests for information regarding military service; collecting information/data and preparing statistical reports; and performing other duties as assigned, such as office administration, reception and mail room functions.

Duties at the GS-5 grade level may include: The duties listed above. In addition, you will be overseeing crews of employees working in such areas as placement of new accessions, relocation, space management, and disposal (determining needs, coordinating crews and equipment, organizing/batching work, and distributing work assignments); analyzing and responding to complex requests for information (performing research, developing alternate leads, interpreting and clarifying items to a particular military branch/Federal agency and period of service, and applying appropriate criteria from numerous policies, guidelines and precedents); and performing miscellaneous administrative duties such as messenger service, escort assignments, and delivery services.

Promotion Potential - The promotion potential shown on this announcement is not applicable to each position that may be filled. The full performance level will vary with each position. Not all positions filled under this announcement have a full performance level of GS-5. Some positions will be filled with promotion potential below the GS-5 level. You will be notified of the full performance level of the position at the time of referral.

QUALIFICATIONS REQUIRED:
Qualifications by Application Date : You must meet all qualification requirements by application date. Do not overstate or understate your level of experience and demonstrated capability. For the GS-3 : Six months of general experience in a progressively responsible clerical, office or other work; or one year of college education in any field; or a combination of experience and college education to meet the total requirements for this position.

For the GS-4 : One year of general experience which is progressively responsible for clerical, office, or other work which shows that you have the ability to obtain the particular knowledge and skills needed to perform the duties of the position to be filled.

Substitution of Education for Experience: Education may be substituted for experience. Two years of education above the high school level or an associate degree from an accredited educational institution.

Combination of Experience and Education: You may use a combination of post high school education and experience to meet the total experience requirements at the grade 4 level.

For the GS-5 : One year of specialized experience equivalent to the GS-4 level that has included such activities as: performing reference services, arrangement s , description s , accessioning, or preservation of archival records; utilizing information technology applications, providing technical assistance, guidance, and training others; and preparing reports, forms, and other material.

Substitution of Education for Experience : Education may be substituted for experience. Four years of education above the high school level or a bachelor's degree from an accredited educational institution.

Combination of Experience and Education: You may use a combination of post high school education and experience to meet the total experience requirements at the grade 5 level.

WHAT ARE THE REQUIREMENTS?

You must meet the grade level qualification and eligibility requirements at the time of application. Refer to the “Qualifications & Evaluations” tab for more information. HOW YOU WILL BE EVALUATED:
Once you complete and submit your application package, a review of your application will be made to ensure you meet the job requirements. To determine if you are qualified for this job, a review of your resume and supporting documentation will be made and compared against your responses to the occupational questionnaire. Your resume must specifically and clearly show your possession of the required specialized experience and your possession of the required competencies . We will evaluate each applicant who meets the basic qualifications on the competencies/knowledge, skills and abilities related to the position:

Physical Ability Test : The first part of the interview process for this position may require candidates to pass a physical ability test designed to measure candidates' ability to perform the physical requirements on the job. The test requires carrying 30-pound boxes like those found on the job. It also requires bending, squatting, and walking to reach the boxes in addition to climbing and balancing on a pulpit ladder up to 15 feet high.

Bargaining Unit: There may be some positions in the AFGE bargaining unit.

Probationary Period: You may be required to serve a one-year probationary period.
