This position is located in the NCUA, Asset Management and Assistance Center (AMAC), Division of Finance. The incumbent serves as an expert on the AMAC's accounting system.

As the AMAC accountant you will: Reconcile AMAC accounts with the Central NCUA Office and bank records. Reconcile bank accounts, corporate accounts, and investment accounts of liquidated credit unions. Reconcile reports from external loan servicers after liquidations. Manage AMAC's in-house accounting system. Establish and maintain member accounts, and oversee issuance of share withdrawal checks to members. Prepare tax documents for annual reporting. Train and review work of accounting clerk and technician. QUALIFICATIONS REQUIRED:
Applicants must meet the basic qualification requirements for this position in addition to having
the specialized experience and/or
directly related education described below by the closing date of this announcement to fully qualify for this
Qualification Requirements :
Degree: accounting; or a degree in a related field
such as business administration, finance, or public administration that
included or was supplemented by 24 semester hours in accounting. The 24 hours
may include up to 6 hours of credit in business law.
Combination of education and experience: at least 4 years of
experience in accounting, or an equivalent combination of accounting
experience, college-level education, and training that provided professional
accounting knowledge. Your background must also include one of the
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) you successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements.
Experience and/or Directly Related Education Requirements :
To qualify at the grade CU-09 ,
applicants must have at least one full year of specialized experience
comparable in scope and responsibility to the GS/CU-07 level in the Federal
service (obtained in either the public or private sectors). This
experience must include activities such as preparing and
analyzing accounting records, financial statements, or other financial
reports to assess accuracy, completeness, and conformance to reporting and
procedural standards; reconciling financial accounts; using electronic payments
systems; assisting in establishing criteria for financial systems; assisting in
managing financial systems; and completing
IRS informational tax filings.
OR 2 years
of progressively higher level graduate education leading to a masters degree or masters or equivalent graduate
degree. The degree must be in accounting; or a degree in a related field such
as business administration, finance, or public administration.
combinations of education and experience: specialized experience at the GS/CU-07 level as described above and education in excess of 1-year as described above.
To qualify at the grade CU-11, applicants must have
at least one full year of specialized experience comparable in scope and
responsibility to the GS/CU-09 level in the Federal service (obtained in either
the public or private sectors). This experience must include activities such as
preparing and analyzing complex accounting records, financial statements, or other
financial reports to assess accuracy, completeness, and conformance to
reporting and procedural standards; reconciling financial accounts; using
electronic payments systems; establishing criteria for financial systems;
managing financial systems; completing IRS informational tax filings; and
directing and reviewing the work product of other financial professionals.
OR 3 years of progressively higher level
graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. The degree must be in accounting;
or a degree in a related field such as business administration, finance, or
OR Equivalent combination of education and
experience: specialized experience at the GS/CU-09 level as described above and education in excess of 2-years as described above.

This position is being filled as a Term Appointment/Temporary Promotion Not-To-Exceed 4 years.
This position is in a bargaining unit.
If you are not a current NCUA employee, you will be placed on a Term Appointment for up to 4 years. Your employment will end on the expiration date of the Term Appointment unless you are separated earlier.
Permanent NCUA employees may apply under this announcement, and if selected, will be converted to a Term Appointment. Permanent NCUA employees who convert to non-status Term Appointment face termination upon the expiration of the appointment and are not entitled to be placed back to former permanent position.
If you are selected for this position at the CU-09 level, you may be non-competitively promoted to the CU-11 level. Promotion is not automatic and is conditional on demonstrated ability to perform the higher grade level duties, a current written performance appraisal rating of "fully successful" or better, fulfillment of the necessary qualification requirements, and sufficient work at the higher grade level position.

SALARY : Pay will be set using NCUA's Compensation policy. The salary range shown is NCUA's Local Pay Rate (LPR), which includes a locality rate of 10.32 percent for the Austin/Travis County, TX geographical area.
