This professional management position assists in managing the C. Burr Artz Public Library. Supervision is given to Adult Services staff, the Maryland Room and the Community Bookmobile staff. This position directs the work of staff in information and resource management provision, fosters good communication with staff, public and the administration, assists in developing services that respond to community needs and interests within the framework of system priorities. Provides direct service to the public. Supervision is received from the Branch Administrator III.

Examples of Work:
  • Manage the Adult Services Department, Maryland Room and Community Bookmobile to ensure the quality of collections and public services provided by staff
  • Act as "second-in-command" to the Branch Administrator III and in the absence of the Branch Administrator III, fulfill the duties and daily responsibilities of that position
  • Supervise, train, evaluate, and coach staff; oversee scheduling and workload assignments
  • Provide leadership to staff in setting goals and objectives that support FCPL's mission and direction
  • Set expectations for exemplary customer service and model customer service behaviors
  • Oversee provision of information and readers’ advisory service to patrons of varied ages, cultures and skill levels
  • Oversee the development, maintenance, and evaluation of information resources in the Adult Services Department, working with Materials Management to ensure collections meet branch needs and support system-wide needs
  • Collaborate with the Branch Administrator III to address and support system-wide issues and concerns
  • Implement and direct merchandising and other strategies for in-house marketing of resources
  • Use and promote use of current technologies to improve personal efficiency, branch efficiency and customer service
  • Work collaboratively within the community to assess community needs and interpret FCPL’s ability to meet those needs
  • Perform Librarian-in-Charge duties to ensure safety and security of patrons, staff and the facility and manage emergency situations effectively and in accordance with FCPL and County procedures
  • Train the public to efficiently use services and resources tools provided by the library
  • Participate in interviewing and selection of department staff
  • Interpret library policies and procedures to the public
  • Provide direct public service to patrons at service points
  • Lead project teams as assigned and participate on branch and system-wide work teams
  • Maintain professional growth through learning opportunities and maintain Professional Public Librarian certification
  • Actively support the values of Frederick County Public Libraries
  • Perform other duties as required

Qualifications & Requirements:
  • Master of Library Science degree from an American Library Association accredited program
  • Minimum 5 years recent (within last 10 years) progressively responsible work experience in public library management, which must include the following:
    • Minimum 3 years middle management work experience (e.g. department head in multi-department library, director of small library, branch manager of a small branch, etc.; and
    • Minimum 2 years work experience supervising (direct reports) professional and/or paraprofessional staff
  • Professional Public Librarian certification from the Maryland State Department of Education or the ability to obtain this certification within 6 months of enrollment in the Maryland State Teacher’s Pension and Retirement System – current certification must then be maintained
  • Considerable knowledge of public library operations, management theory and practices with effective skills and judgment
  • Considerable knowledge of information and recreational resources in all types of formats
  • Ability to conduct effect reference and reader advisory interviews using established reference behaviors and protocols
  • Effective leadership, flexibility, initiative and the ability to perform well under pressure
  • Ability to handle multiple priorities, assignments and unanticipated emergencies
  • Ability to work effectively independently, cooperatively, and as part of a team
  • Ability to effectively supervise, direct and evaluate the work of others, including strong and effective training and development skills
  • Knowledge of and ability to effectively use e-tools (e.g., social media) to promote the library and to gather feedback from the public on library services
  • Ability to create and analyze written, statistical and numeric data
  • Strong and effective spoken and written (English) communication skills, including the ability to effectively represent FCPL in the community through public speaking
  • Ability to develop and maintain effective working relationships with staff, community organizations, government officials and the general public.
  • Physical requirements include the ability to lift and carry FCPL materials weighing up to 40 pounds
