The Virginia Department of Behavioral Health and Developmental Services (DBHDS) is seeking an accomplished executive who will serve as the Assistant Commissioner for Behavioral Health Services. This position leads, directs, manages and supports the Commonwealth's behavioral health system that includes nine statewide behavioral health facilities and the offices of Mental Health, Substance Abuse, Forensic Services, Child and Family, and Criminal Justice. Provides strategic direction for the system of services and supports that includes Community Services Boards, Behavioral Health Authorities and private providers. Provides leadership in advancing DBHDS vision of system transformation and promotes collaboration of all providers within the Commonwealth in support of that vision.

Minimum Qualifications
This position requires comprehensive knowledge of state and local government human services operations that serve individuals in need of behavioral health or substance abuse and addiction treatment. Knowledge of state of the art program treatment methodologies for individuals with mental illness, substance abuse and addiction. Knowledge of the continuum of services and support necessary to support the mental health/substance abuse treatment needs of individuals, including community-based, inpatient, and long-term care services and supports. Ability to inspire a shared vision with a wide range of individuals or groups and to foster collaboration by promoting cooperative goals and building trust. Ability to establish and maintain effective relationships with diverse stakeholder groups (agencies, consumers, legislators, local providers). Ability to conceptualize and implement programs that require system-wide integration. Ability to maximize leadership opportunities in others and "enable others to act". Ability to oversee large grants, contracts and budgets. Excellent communication skills both oral and written. Extensive executive level experience in leadership, administrative management (especially health or human services) and policy development.

Preferred Qualifications
Advanced degree in human services, business/public/hospital administration is preferred.
