The Virginia Department of Behavioral Health and Developmental Services (DBHDS) is seeking an accomplished executive who will serve as the Assistant Commissioner for Developmental Services. This position leads, directs, and manages DBHDS' five statewide training centers and the policy offices within Central Office, including the staff of Intellectual Disabilities, Developmental Disabilities and Autism. This Division exists to ensure availability of community support resources for people with intellectual/developmental disabilities to live in the most integrated settings of their choice. Ensuring that person-centered services and supports are available in the community by fostering a culture that regards the individual's preferences at all times throughout DBHDS. Duties include policy development, and strategic and operational planning as part of the agency's senior management team; leadership, direct supervision, and performance management of staff; program development, implementation and management of the Developmental Services Division and its core operations; and administrative management including hiring, management of the Division's budget (including project-related budgets), contracts, legislative communications, collaboration with other DBHDS offices, the further development of partnerships for the integration of services with the Department of Medical Assistance Services (DMAS), other state agencies and legislature, community services board and providers, consumers, families, advocates and other stakeholders as necessary to manage the Division. Provides strategic direction for the system of services and supports that includes Community Services Boards, Behavioral Health Authorities and private providers. Provides leadership in advancing DBHDS vision of system transformation and promotes collaboration of all providers within the Commonwealth in support of that vision.

Minimum Qualifications
This position requires comprehensive knowledge of state and local government human services operations that serve individuals with intellectual/developmental disabilities. Knowledge of state of the art program treatment methodologies for individuals with intellectual/developmental disabilities. Knowledge of the continuum of services and support necessary to support individuals with intellectual/developmental disabilities including community-based, inpatient, and long-term care services and supports. Ability to inspire a shared vision with a wide range of individuals or groups and to foster collaboration by promoting cooperative goals and building trust. Ability to establish and maintain effective relationships with diverse stakeholder groups (agencies, consumers, legislators, local providers). Ability to conceptualize and implement programs that require system-wide integration. Ability to maximize leadership opportunities in others and "enable others to act". Ability to oversee large grants, contracts and budgets. Excellent communication skills both oral and written. Considerable executive level experience: in leading an organizational division: in operational and administrative management (intellectual and developmental disability services is preferred); and, policy development.

Preferred Qualifications
Advanced degree in human services, business/public/hospital administration is preferred.
