Candidate must have a Bachelor’s degree in accounting, business or public administration, finance and five (5) years professional experience in accounting and financial management, including one (1) years management or supervisory experience. Licenses and Certificates : Must have one of the following certifications by time of appointment: Certified Public Accountant (CPA); Certified Government Financial Manager (CGFM); or Certified Public Finance Officer (CPFO).

General Purpose:
Under administrative direction, assist in developing, monitoring and managing the City’s day to day accounting functions including grant management, financial reporting, cash management, transactions and payment of the City’s obligations.

Typical Duties:
Assist in planning, organizing and providing day to day direction of financial and grant management functions. Involves: Assist in overseeing the preparation of financial reports. Assist in the development of goals, policies and procedures relating to financial and grant management. Oversee the research of finance and grant issues. Monitor expenditure of funds and ensure compliance with local, state and federal rules and regulations. Analyze financial and grant issues and provide recommendations to solutions. Assist in providing administrative direction and support. Supervise and manage directly and through subordinate supervisors, functions and sections. Oversee compliance with applicable laws, rules regulations; preparation of annual financial report, and grant compliance and funding. Represent the City at various meetings and conferences and interact with a wide range of officials, department directors, coworkers and the public. Involves: Advise the Financial Services executive staff in a timely manner of situations or issues that have or could lead to deviation from expected results, and recommend appropriate solutions or options. Supervise assigned staff. Involves: Assign, schedule, guide and monitor work. Appraise employee performance and review evaluations by subordinates. Provide for staff training and development. Counsel, motivate and maintain harmony. Identify and resolve staff differences, conflicts and deficiencies. Interview applicants and approve hiring, termination, transfers, discipline, merit pay or other employee status changes. Enforce personnel rules and regulations and work behavior standards firmly and impartially.
