Under general direction, assists the Director in the daily operations and management of the Department; counsels County management in the resolution of human resources issues.

The ideal candidate would be a skilled manager well versed in public sector labor relations. Candidate would have the ability to multi task, be results oriented, and have extensive experience in areas of payroll and benefits management.

· Manages assigned staff; prioritizes and assigns tasks and projects; counsels, coaches and instructs employees as required; develops staff skills and conducts performance evaluations.

· Provides support, direction and coaching to subordinate employees in the areas of performance management, problem resolution, planning, and work assignments.

· Develops and prepares special and recurring reports, budgets, grants, proposals and contracts; recommends and implements changes to existing policies and procedures.

· Provides and explains technical information to external agencies and county management.

· Manages the recruitment process; assists Analysts with outreach programs and complex issues.

· Monitors and reviews trends in Human Resources issues, and recommends operational and policy improvements; responds to politically sensitive issues and adjusts work priorities to meet demands.

· Researches, audits and analyzes technical transactions and statistical models to resolve questions and validate data; collects, compiles and analyzes data and information; develops recommendations, and prepares and presents reports to department management.

· Reconciles program issues; assures effective communications between county departments.

· Researches, develops and recommends procedural guidelines for implementing changes in policies.

· Conducts organizational studies; researches personnel issues and regulations; conducts surveys of comparable organizations; analyzes results, proposes solutions, and calculates implementation costs.

· Counsels department staff on personnel policies, procedures and processes; interprets and provides advice and assistance regarding employment issues; investigates employee complaints.

· Assists employees and management with the interpretation and correct application of county policies, procedures and programs while exercising the highest degree of confidentiality and professionalism.

· Provides training to county employees involving human resources issues and current topics; conducts specialized training for key personnel on management techniques and policies and procedures.

· Maintains expertise in Human Resources issues through participation in educational opportunities, meetings and conferences; represents department at various committees and work groups.

· Adheres to the confidentiality standards of the Privacy Act of 1974, {U.S.C. § 552A}.

· Performs related duties as assigned.

Minimum Qualifications:

· Bachelor’s degree in Human Resources, Public Administration, or related field.

· Five (5) years of professional human resource experience, including three (3) years supervisory experience.

· Valid State of California driver's license may be required.

· Employees hired into this classification must file statements of economic interest with the Butte County Clerk/Recorder.
