The City of Norfolk, Virginia is seeking an experienced, results oriented professional to coordinate and manage the activities of the Department of Recreation, Parks and Open Space under the leadership of the Director of Recreation, Parks and Open Space. The department delivers a full range of services to customers, clients, and citizens, such as public recreation, therapeutic services, landscape and forestry maintenance, cultural and community services, park design, and open space development .
Essential Functions:
The ideal candidate is an exceptional leader with seasoned communication and management abilities and is experienced in the planning, implementation, and direction of recreation services, park maintenance operations, and open space planning.
Responsibilities include:
Facilitates and coordinates development of the department strategic operations plan, business plans, goals, objectives and priorities.
Assists the director in establishing, within city policy, appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates and monitors resources for service delivery.
Assists in planning, directing and coordinating, through managers and staff, the department work plan for community betterment including neighborhood services, youth development, and code compliance.
Monitors and assesses trends and innovations for neighborhood improvement and community development; identifies opportunities for continuous improvement; directs and implements strategic system and process changes.
Plans, organizes and administers comprehensive long and short-range planning activities and makes appropriate recommendations for changes.
Identifies, evaluates and presents recommendations regarding alternative strategies for service delivery, funding, revenue enhancements, and service level recommendations.
Education/Experience:
The position requires a Bachelor’s degree in recreation services, public administration, or a related field and six (6) years of increasingly responsible experience in recreation administration to include three (3) years of managerial responsibility in a mid to large size urban municipality. A Master’s degree in a related field is preferred.
Additional Requirements:
Salary is negotiable depending on qualifications and experience. City residency must be established within six (6) months of appointment. Position is open until filled. The position is an unclassified, senior management position which serves at the pleasure of the City Manager.
