The purpose of this position is to assist and support the Sr. Director of Procurement Services in the development and implementation of the objectives and strategies for the North Texas Tollway Authority’s Procurement activities. This position is responsible for managing, directing, and coordinating procurement activities. This includes the oversight of the procurement process, contract initiation, monitoring, and compliance activities for the Procurement Services Division, in accordance with the NTTA procurement policies and procedures. This is accomplished by exercising direct supervision over assigned staff. The position will also be responsible for the development of the department budget and will provide training, evaluation and management of the department’s support staff.
Assist the Sr. Department Director plan, organize, and direct key procurement initiatives and priorities; review and ensure procurement and contract compliance; advise and oversee efforts to ensure that all procurement objectives are met; manage department support staff.
Select, train, manage and evaluate Procurement Services support staff. Provide leadership through monitoring, coaching, developing and motivating Procurement Services staff.
Conducts training of employees in the procedures and techniques required in the performance of their duties. Assists staff by providing technical guidance and direction.
Manages and ensures proper utilization of procurement ERP modules by staff
Provides oversight in the preparation of formal and informal procurements, establishes/interprets contract provisions.
Oversees and actively participates in negotiation, renegotiation and termination of contracts with vendors.
Assists in preparing and monitoring the division's budget.
Assists in developing written policies and procedures, departmental reports, metrics, spreadsheets, correspondence etc., for management review to facilitate the decision-making process.
Creates and manages a team for assigned departments to ensure the timely
procurement and compliance of products and services in the most efficient and cost effective ways.
Ensures that all purchasing laws, rules, and policies relating to the
procurement function are followed by departments.
Oversee the procurement of goods and services to ensure that opportunities exist and are available for Small, Minority, Women business enterprise firms as identified by Business Diversity.
Oversees the evaluation of pricing and cost analysis for goods and commodities being purchased.
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
Over three years up to and including five years.
Work requires supervising and monitoring performance for a regular group of employees or department including providing input on hiring/disciplinary actions and work objectives/effectiveness, performance evaluations, and realigning work as needed. A first line supervisor typically performs these functions.

Advanced - Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.

Certified Public Procurement Buyer (CPPB) or Certified Public Procurement Officer (CPPO) preferred and Valid Driver’s License.
