Overview:
Working together with the department supervisor, the Assistant supervisor is responsible for ensuring the staff accurately obtains blood samples via venipuncture and capillary collection procedures with minimum customer discomfort. Also ensures that age appropriate care is provided to patients whose ages range from infant to geriatric. Ensures specimen integrity by enforcing the laboratory’s procedures for specimen collection, handling, and processing. Adheres to and enforces departmental policies and procedures to include departmental programs, quality control, quality assurance, and safety.

Promotes quality patient/client relations and creates supportive climate by serving as a role model. Respects and maintains the confidentiality of information relative to the laboratory. Adheres to all laboratory policies and regulations. Works with minimal direction, consults with technologists and supervisors as needed. Functions as a liaison between the laboratory and the laboratory customers. Operates general laboratory equipment, including but not limited to: telephones, computer keyboards and CRT, centrifuges, and manual pipettes. Effectively communicates via written, verbal, face-to-face, telephone and computer methods.

Responsibilities:
I. Ensure team leaders and staff are utilizing technical skills and abilities to perform accurate venipuncture and capillary blood collection, as well as accurately handling and processing specimens. Ensures the adherence to:

v Laboratory procedures for specimen collection and handling.

v Correct identification of patient and proper labeling of specimens.

v Correct identification and utilization of proper tubes, containers, transport media, and storage temperature for each test type.

v Correct identification and proper priority for collection process.

v Following appropriate guidelines as established by the laboratory for missed draws, recollects, or difficult sticks.

II. Utilizes job knowledge, judgment, and problem solving skills to ensure quality. Ensures that staff:

v Utilize resources for proper collection and processing of requested tests.

v Utilizes resources to answer inquiries for test information and basic customer related issues.

v Understands and follow all safety, infection control, and OSHA Blood Borne Pathogen guidelines.

v Understand and follow all CPL Compliance policies.

v Understand and follow all HIPAA guidelines.

v Participate in departmental quality assurance programs.

v Participate in any laboratory training programs.

III. Effectively utilizes departmental resources. With team leaders strives to promote:

v Efficiency, by timely performance of procedures and determining priority.

v Efficient use of staff to attain adequate coverage and minimize overtime.

v The appropriate use of supplies with minimal waste.

v The operation of equipment to maximize efficiency and minimize down time.

v The constructive utilization of unstructured time.

IV. Utilizes personal and professional skills to promote customer relations

v Communicates with laboratory staff and its customers to ensure quality patient care.

v Maintains and supports, with all staff, a service oriented relationship with customers.

v Respects and maintains the confidentiality of information relative to customers.

v Strives to maintain a positive work environment.

V. Enthusiastically performs miscellaneous duties with completion in a designated time frame.

v Supports Phlebotomy Supervisor in duties and/or functions.

v Clerical duties including filing and mail-outs to be done on a daily basis.

v Coordinates training across the department, including new hire and remedial training. Tracks all training paperwork and submits to Supervisor when complete.

v Assesses clinical remedial training needs for department.

v Recommends procedural changes. Updates Procedure and Training Manuals as needed with Supervisor.

v Coordinates externships with area schools.

v Approves supplies for region based on projected need and cost per patient. Forwards supply orders and packing lists for region to the Supervisor.

v Coordinates staffing for the region with Team Leaders, other Assistant Supervisors and Supervisor. Takes calls for unscheduled absences for the region daily. Tracks unscheduled absences for the region.

v Discusses discipline issues with Supervisor immediately to determine appropriate counseling. Performs verbal counseling with the appropriate Team Leader or the Supervisor. Participates in written counseling with the Supervisor.

v Evaluates all regional staff and participates in writing and giving reviews with the Team Leader, and Supervisor.

v Attends weekly and monthly meetings and informs regional staff of any policy or procedural changes. Receives sign off sheets from regional Team Leaders when complete. Forwards sign off sheets to Supervisor.

v Tracks information used for incentive or QI for the region. Works with the Supervisor to determine incentive eligibility.

v Tracks any information required by the Supervisor such as attendance, workflow, wait times and errors.

v Reports all tracked information monthly to the Supervisor by the 4 th of the month.

v Handles escalated complaint calls as appropriate for region. Reports complaints to Supervisor. Tracks complaints for region.

v Performs 4 site visits per regional PSC per month and 1 visit per regional client per month to evaluate personnel, procedures and facilities. Submits a checklist for each site visit.

v Reviews patient surveys for region. Distributes completed surveys to the appropriate location. Contacts patients with complaints, submits a written report for each complaint. Discusses complaints and compliments with Team Leaders and Phlebotomists.

v Conducts pre-employment screening.

v Audits Standing Orders for Department. Submits completed audits to the Compliance Committee.

v Tracks problem log/Specimen Errors for Department. Verifies all issues are resolved daily. Submits a monthly Specimen Error report to the Supervisor.

v Verifies and submits regional time cards to supervisor.

Qualifications:
Education:

High School Diploma or GED

Certification:

Preferred – Certified by the American Society of Phlebotomy Technicians

Experience:

Minimum – training or experience in specimen collection and/or processing.

Preferred – two years of laboratory training or experience in specimen collection and processing.

Skills: Ability to communicate effectively at all levels within the laboratory and with laboratory customers. Ability to read and write.
