The Assistant Vice President for Facilities Management is responsible for the management of human and material resources of the University Plant. Facilities Management operations include grounds and road maintenance, building maintenance, roof systems maintenance, housekeeping, energy management and control, water distribution systems, trucking and moving, motor pool management and electrical and mechanical systems. Incumbent must possess the skills necessary to effectively communicate with campus personnel, campus administrators, local, state, and federal agencies and the general public. The Assistant Vice President must possess the necessary technical skill to direct and oversee construction, renovation, and repair projects, and the repair and replacement of electrical and mechanical parts and equipment in order to ensure an environmentally safe and healthy campus.
Essential Duties and Responsibilities
Directs purchasing, accounting, budgeting, and other business functions of the Facilities Management.
Directs grounds and road maintenance and upkeep.
Directs the campus mechanical, electrical, and water distribution systems.
Directs the movement and/or relocation of campus materials and equipment.
Coordinates construction activities and planning efforts. Directs facility construction, repair, renovation, and maintenance activities.
Directs motor pool, and campus deferred maintenance management programs.
Directs operations of recycling and energy management.
Directs the housekeeping function for all campus facilities.
Directs the operation of the Heating and Water Plant.
Utilizes knowledge of local, state, and federal safety and building codes.
Provides management reports as needed for the efficient allocation of resources.
Advises on handicapped access requirements and needed modifications.
Supervises the activities of Facilities Management, Building Maintenance, Building Services, Engineering Services, General Services, Heating and Water Plant, and Properties management personnel.
Evaluates supervisors and managers at least annually to ensure supervisory level efficiency.
Identifies and recommends to the Vice President resources and allocations requirements in Facilities Management.
Directs employee selection process, promotions, and training activities.
Other Duties and Responsibilities
Maintains all campus facilities for the use and benefit of MSU students, faculty, staff, and public.
Oversees maintenance, replacement and security of all equipment in Facilities Management.
Assists supervisors in the evaluation and management of work practices, procedures and policies that affect efficient utilization of resources.
Performs other job related duties as assigned by supervisor.
The Assistant Vice President for Facilities Management reports to the Chief Financial Office and Vice President for Administration. This position interacts with architects, contractors, engineers, governmental officials, faculty, staff, students, alumni, and other University constituencies. Reporting directly to the Assistant Vice President is the Director of Facilities Planning and Operations, Building Maintenance Superintendent, Building Services Superintendent, Engineering Services Superintendent, General Services Manager, Heating and Water Plant Manager, Properties/Office Manager, Administration Support Specialist, and Purchasing Specialist.
Master’s degree or equivalent in Business Administration, Industrial Management, Engineering Management, or related field and five years of experience in a facilities management environment, preferably in an academic setting or a Bachelor’s degree in Business Administration, Industrial Management, Engineering Management or related field and eight years of experience in Facilities Management management environment, preferably in an academic setting.
Additional Desirable Qualifications
Special training or experience in hazardous waste disposal, campus safety, fire safety, and life safety codes. Familiarity with Housing Building Codes and other construction regulatory codes and regulations.
The Assistant Vice President for Facilities Management works with minimum supervision. Work will often be performed with short deadlines and situations sensitive to the University public image. Regular office hours are required. Due to the nature of the responsibilities, evening and weekend work is sometimes required, and at times may be on an emergency basis.
