The Executive Vice Chancellor & Provost’s Business Services
The Executive Vice Chancellor & Provost’s Business Services Center provides centralized financial transactional processing, purchasing, reconciliations, financial analysis and decision support, reporting and budget development and management to the direct offices of the Chancellor (CO), Vice Chancellor for Diversity and Outreach (VCD&O) and Executive Vice Chancellor and Provost (EVC&P). These services are also provided to the subunits of the VCD&O and EVC&P. The office of the EVC&P occupies a unique and important role at UCSF. The central administrative departments support diverse interests and campus constituencies including faculty, students and staff, as well as the community at large.

Job Overview
The Associate Buyer & Manager, EVC&P Business Service Center will be responsible for directly supporting the operations of Environment Health & Safety (EH&S) and the Laboratory Animal Research Center (LARC) by supervising the procurement and financial staff; and by providing ongoing financial monitoring of the units’ funds, budget variance, expense reporting and projections. S/he will actively engage in procurement for LARC and EH&S by coordinating and supervising the work of personnel assigned to the acquisition of materials, supplies, equipment, and services supporting LARC & EH&S (approximately $29M annually).

This position requires the highest level of ethics and professional standards to handle highly sensitive matters with tact and sound judgment. S/he will assist in development of multi-year capital investment requirements analysis, assist managers and personnel in spending decisions in order to manage within budget guidelines and targets. In addition s/he will identify and resolve financial discrepancies arising with outside vendors and campus departments in the management of the funds. It has a high level of independence and requires a comprehensive knowledge of concepts, practices and procedures in the area of accounting/finance, decision support, budget analysis, and financial reporting.

Required Qualifications
• BA/BS with a major in a related field and five years of experience in accounting or an equivalent combination of education and experience
• Five years previous financial/accounting experience working with fund accounting or similar complex accounting experience with understanding of GAAP
• Experience with full cost recovery analysis and proposal development and/or UC Recharge accounting principles and job costing
• Five years' experience with accounting and purchasing systems (PeopleSoft or other)
• Demonstrated experience with purchasing, reconciliation, check requests, and reimbursements
• Proficiency with MS Office; demonstrated high-level ability working with Excel and designing complex financial spreadsheets for presentation to senior management
• Proven analytical and problem-solving skills in the areas of finance, budgeting and decision support
• Exceptional multitasking skills while maintaining attention to details. Ability to manage time well, and set/adjust priorities in a dynamic, fast-paced, deadline-oriented, customer-service focused work environment
• Significant experience using UCSF/other financial accounting, reporting and decision support systems and tools (PeopleSoft: General Ledger, WebLinks, Cognos)
• Demonstrated knowledge of federal cost principles - 2 CFR Parts 215 and 220
• Deep understanding of generally accepted accounting principles, and fund accounting
• Working knowledge of UC policy and procedures on cost recovery, travel and meeting/entertainment expenses and reimbursement
• Working knowledge of UC confidentiality policies (HIPAA and Secure Email)
• Possess the ability to work independently with good judgment to produce on-time product
• Ability to work effectively with people at all levels to meet deadlines and handle difficult situations in a thorough and consistently professional manner

• Ability to interpret policies and procedures accurately
• Ability to process confidential information and ensure confidentiality
