Overview
In support of the Montana State University’s mission of education, research, and public service, the Information Technology Center empowers the faculty, staff, researchers, and students to take full advantage of information technology to transform and benefit the MSU community and the citizens of the State of Montana. The ITC manages Montana State University's multilevel, distributed computing infrastructure and information systems across four campuses, serving the university with a robust environment that ensures the reliable and safe use of information resources.

Under general direction of the Chief Information Officer, the Associate CIO for Enterprise Infrastructure is responsible for directing infrastructure and administrative services, including overseeing the Infrastructure Services and Operations, Enterprise Information Systems, Telecommunications, and Enterprise Security. Additionally, the Associate CIO collaborates closely with the Director of Administration, Planning and Programs, and the Associate CIO for User Support Services.

Duties and
Responsibilities

  • Provide guidance and leadership for the enterprise server, storage, and voice/data networking functions.
  • Oversee and direct the implementation and ongoing management of all infrastructure services.
  • Oversee and direct the infrastructure service management and operations.
  • Oversee management of the institutional fiber/copper cable plant.
  • Oversee management of the voice communications infrastructure. Provide guidance and leadership for the enterprise administrative and information systems. Oversee management of the Enterprise Resource Planning and ancillary systems.
  • Ensure that overall enterprise needs for information, business intelligence and decision support are met.
  • Provide guidance and leadership for the management of enterprise information security.
  • Oversee enterprise information security activities including vulnerability management, incident identification and handling, security education, and risk assessment.
  • Provide guidance and consultative oversight on data stewardship and effective management of information security across the enterprise.
  • Function as a contributing member of the leadership team for enterprise information technology.
  • Provide thought leadership on emerging technologies and new innovation in IT Infrastructure.
  • May represent the CIO in technical matters at every level of the Montana University System.
  • Oversee execution of the CIO’s vision ensuring sustainable, reliable infrastructure services and operations.
  • Provide technical leadership for Information Technology across the MSU enterprise.
  • Work closely with the Associate CIO for User Support Services and the Director of Planning and Programs to ensure efficient delivery of high quality IT services.

    Required
    Qualifications


    1.
    Bachelor’s degree in information technology, computer science/engineering, math, or a related field.

    2.
    Demonstrated track record of progressively responsible experience in information technology management of units and staff in a higher education setting.

    3.
    Demonstrated significant track record of information technology organizational change management.

    4.
    Demonstrated experience in technology planning and strategic innovation.

    5.
    Demonstrated significant experience in a broad array of information technologies including server administration, network administration, operations, security, customer support, and administrative systems / application development.

    6.
    Knowledge of technology impacts on teaching, research and outreach.

    7.
    Demonstrated experience fostering a productive team environment to meet the needs of a diverse organization.

    8.
    Demonstrated ability to carry out complex projects requiring expert knowledge of business and educational principles and practices.

    Preferred
    Qualifications


    1.
    Advanced degree, or an equivalent combination of degree and experience.

    2.
    Demonstrated experience partnering with external constituents to plan and develop IT solutions.

    3.
    Demonstrated experience in higher education leadership at a large/complex research institution.

    4.
    Demonstrated experience applying technology standards of practice in a diverse and decentralized professional/intellectual organization.

  • Demonstrated success in personnel management, supervision, resource allocation, fiscal management including budget preparation and oversight, project and/or program management and strategic planning.
  • Demonstrated excellence in leadership and facilitation of cross-functional workgroups and committees comprised of diverse constituents often with conflicting objectives and priorities.

  • Strong written, oral, and listening skills needed to persuasively communicate technical issues to faculty, staff, and students and to communicate the needs of faculty, staff, and students to a wide range of IT personnel.

  • Analytical and critical thinking skills to identify and assess potential opportunities to enhance the operational effectiveness of an organization.

  • Ability to understand and analyze complex issues and information relating to business environments; ability to act on knowledge, experience and analysis to support and enhance functional and organizational strategies.

  • Knowledge of higher education organizations, policies, operations, and social systems.

  • Knowledge of customer service approaches in higher education technology services.

  • Ability to work and collaborate effectively in a highly visible leadership role.

  • Strong technical abilities in broad areas of technology services in higher education.
