: NIB Team: Operations - Contract Administration and Pricing Support

The Operations team at NIB plays a critical role in managing and coordination the functions necessary to assure the transition of new products from the development phase to the production/performance phase and to assure contract compliance on the production of commodities. Operations Support is a high-impact team working on a range of critical projects and issues from growth strategies to partner development and strategy work in emerging markets. As a member of the Operations team, you will allocate orders on commodities and assist the allocations staff assistant in accomplishing this duty under the Javits-Wagner-O’Day Act

NIB Team Member Role: Associate Contract Administrator

The Associate Contract Administrator assists in managing and coordinating the contract related functions necessary to transition products and services, as assigned, from the development phase to the production/performance phase and to administer the associated contracts and orders thereafter.

Job Requirements

: Specific Duties and Responsibilities *
  • Assist with proposal development to include review of all contract requirements, regulations and laws stipulated in solicitations and apprising the proposal development team of potential ramifications on performance and/or price. *
  • Assist with the review and development of subcontract and contract documents in coordination with legal and respective subject matter experts to ensure mandatory contractual elements are present and terms and conditions are fair and mutually advantageous. *
  • Administer federal and commercial contracts for products and/or services as assigned to: ensure compliance with state and federal procurement laws and regulations, ensure compliance with contractual terms and conditions, ensure and/or address issues pertaining to the timely and accurate execution of contracts for products and/or services, Initiate and facilitate the timely execution of contract modifications, renewals and exercising of option years. *
  • Receive and disseminate to all stakeholders in a timely and effective manner all correspondence and contractual actions (Delivery Orders, Task Orders, Contracts and Modifications) received from government and commercial customers. *
  • Maintain in a timely and accurate manner all contracts and associated contract actions in NIB’s Oracle based ERP system. *
  • Become knowledgeable of the AbilityOne program and all associated FAR provisions, federal regulations pertaining to the program and all US AbilityOne Commission compliance memoranda. *
  • Participate in contract negotiations and problem resolution with customers. *
  • Engage NIB associated NPA’s performing on prime and non-prime contracts to ensure timely and accurate performance as well as resolve disputes and issues pertaining to contracts as assigned. *
  • Perform research and provide data in a timely manner as required responding to information requests from management and/or the US AbilityOne Commission and developing periodic reports. *
  • Perform all duties under the mentorship of an assigned Contract Administrator.

Minimum qualifications: *
  • An undergraduate degree from a regionally accredited college or university or equivalent experience. *
  • Minimum 1-3 years of experience in Government and/or Commercial Contract Administration, or preparing Statements of Work or Product Specifications, and/or operation of the AbilityOne program. *
  • Training in Contract Administration and/or Technical Requirements of Statements of Work (required). *
  • Training and/or knowledge in the criteria and regulations of the AbilityOne Program (desirable). *
  • Knowledge of the FAR and other regulations and legislative acts governing Federal acquisitions such as the AbilityOne Program and Service Contract Act. *
  • Be proficient with Microsoft Office software applications (Excel, Word, PowerPoint and Outlook). *
  • Be proficient with NIB’s Oracle based ERP application and other internal systems and web-based applications as required to perform duties associated with the position. *
  • Engage in professional development training as needed to qualify for and attain National Contract Management Association Certified Federal Contracts Manager (CFCM) Certification and as stipulated by NIB for general training purposes.

Travel: *
  • The position may require 5% travel.
