Reports to the Director of Procurement Services and will assist with the day-to-day management of the central purchasing functions for Norfolk State University. Responsible for planning, assigning and reviewing the workflow and professional development of the buying staff, including , but not limited to, interviewing and selection, compensation, discipline, performance appraisal, and training and career development of personnel.
Provides effective supervisory support to the Director in managing the Central Store Operations, the Central Receiving/Warehouse Department, and Surplus Property Management, such as effective store operations, timely and efficient delivery requirements, and the effective movement, storage and inventory of University owned and designated surplus furniture and equipment. Independently reviews purchase requisitions for compliance, completion, accuracy in ordering and budgeting information, and appropriate approvals. Reviews major procurement contracts; coordinates contract compliance; ensures contract files are properly maintained by procurement officers; oversees purchase of complex items where detailed specifications are involved and the impact on the University is high. Investigate, develop, and maintain sources of supply and contacts, including positive relationships, with vendors/suppliers for goods and services required by the University. Assist departments with the selection of goods and services, identifying item assortments that best satisfy their needs. Responsible for ensuring the University's purchasing processes are optimized and participates in the development and implementation of business policies and procedures and implementation of best business practices for the Procurement Services Department. Gathers procurement related data, performs procurement studies as directed by the Director for assessing productivity and departmental performance. Acts as the Program Administrator Backup for University's Procurement Card program.

Minimum Qualifications
Bachelor's degree in Business, Management or related field required. Demonstrated negotiations expertise, including contract development; quantitative and qualitative analysis skills. Experience working with the Electronic Virginia (eVA) procurement system. Demonstrated management,leadership skills and the ability to work collaboratively, building productive relationships and maintaining consistent high internal service standards. Strong interpersonal skills, and creative innovative and resourceful problem solving abilities.

Preferred Qualifications
Master's degree in Business,Management or a related field and a Virginia Contracting Officer Certification (VCO).

Certifications: CPPB, CPPO, CPM
