The Associate Resource Manager position is in the Office of National Civilian Community Corps (NCCC), Department of the Chief Executive Officer, Corporation for National and Community Service (CNCS), located in Vinton, IA.
The Corporation for National and Community Service was established as a Federal agency in 1993 to engage Americans of all ages and backgrounds in community-based service. Together, its Senior Corps and AmeriCorps programs promote the ethic of service and help solve critical community problems in every state, many Indian tribes, and most U. S. territories. As a result, hundreds of thousands of Americans are joining forces to address community needs in education, homeland security, housing, health care, environmental protection, and disaster relief.
The Corporation for National and Community Service (Corporation) has an approved (by the Office of Personnel Management) civil service interchange agreement. The Corporation is an excepted service agency. Under the terms of the Interchange Agreement, permanent Corporation employees may be considered for appointment to positions in the competitive service in the same manner that employees of the competitive service are considered for transfer to such positions.

o Project fund related documents
- In coordination with the Regional Resource Manager, supports the execution and monitoring of the campus budget in accordance with NCCC guidance, Corporation and Federal policy, and appropriate accounting regulations/procedures.
- Ensures prompt processing of required documentation to include:
o Procurement Requests
o Vendor payment
o Receiving reports and/or supplemental invoicing information
o Staff and member travel orders and reimbursements
o Conducting market research
- In coordination with the Regional Resource Manager, supports financial activities of the NCCC campus to include:
o Utilizing agency financial systems
o Generating financial reports
o Implementing quality control measures
o File management and maintenance
- Supports the campus operations department with administrative tasks to include :
o Conducting research, preparing reports, and other documents utilizing technology
- Provides support and training to members during Team Leader Training (TLT), Corps Training Institute (CTI) in-processing and Out-processing and Transition.
- Other duties as assigned by the Resource Manager.
Applicants must have one year of specialized experience (paid, unpaid, or volunteer work) comparable in scope and responsibility to at least the upper range of the NY-01 pay band, which would be at or equivalent to, the GS-05 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes implementing financial management policy, procurement and contract support related accounting, travel management and other resource driven organization operations and/or supporting the management of campus resources to include day-to-day resources and financial activities.
Such experience must be clearly documented in the applicant's resume.
If you are qualifying based on education alone, you must have one full year of graduate level education or superior academic achievement as defined by being in the upper third of your graduating class; or possessing a 3.0 GPA or higher over four years of education; or possessing a 3.5 GPA or higher during final 2 years of education. Such education must be from an accredited institution and demonstrate the knowledge, skills, and abilities necessary to perform the work. You must submit an unofficial copy of your college transcript. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. educational standards.
You may also qualify based on a combination of education and experience.
