The incumbent of this position performs audits for matters of CDC-wide concern or matters affecting the organization for the purpose of evaluating the efficiency and economy of operations; assuring that the financial management system and internal controls are adequate; and to ascertain the degree of compliance with mission responsibilities, applicable laws, regulations, standard operating procedures, and accounting and financial policies. Provides staff assistance to all elements of the agency on internal control and reviews matters. Determines adequacy of the audits in terms of conformance with generally accepted auditing standards, and compliance with regulations. Develops or modifies auditing methods and techniques to resolve a variety of complex auditing problems. Conducts pre-survey analysis, including correlation of findings and conclusions. Establishes centrol controls, assigns action responsibility by means of a notice of audit; provides advance notification and develops and disseminates guidelines on probable areas of emphasis, approaches which may be expected, pre-survey readiness actions, development of audit response plan and answers a variety of inquiries posed by subordinate or external auditors. Receives, analyses and evauates reports, findings, statements of corrective action, draft findings, conclusions and recommendations to remain apprised of status and progress of audits and inspections. Initiates inquires into deficiencies identified during audits and develops strategies for audit resolutions.

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
Additional Qualifications Requirements: In addition to meeting the Basic Qualifications Requirement candidates must also have at least one (1) year of specialized experience at or equivalent to the GS-12 grade level in the Federal service.
Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience performing audits to evaluate the efficiency of operations; and developing and/or modifying auditing methods to resolve complex auditing problems.
Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
