This position is located in the Office of Financial Management (OFM), Financial Services Group (FSG), Division of Capitated Plan Audits (DCPA) in Woodlawn, MD. TRAVEL REQUIRED

In this position you will serve as an Auditor performing work related to developing and implementing the audit process. Specifically, you will:
Develop, analyze, and coordinate the annual audit of Medicare Advantage Organizations (MAOs), Prescription Drug Plan (PDPs), Part D Sponsors, MSA plans, PACE organizations, and cost-based MCOs.
Develop and coordinate the training and guidance concerning the audit of MAOs, PDPs, MSA plans, PACE organizations, and cost-based MCOs.
Analyze and develop Medicare cost report audit process for cost-based MCOs.
Review budget and cost reports, settle final cost reports, ensure payment integrity, and authorize payments to cost-based MCOs.
Serve as Project Officer for the outside audit contractor(s) who perform audits of MAOs, PDPs, and cost-based MCOs.

Specialized Experience: Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.

For the GS-9 Grade Level: Specialized experience is defined as one (1) year (52 weeks) of specialized experience equivalent to the grade 7 level in the Federal service which includes:

conducting audit assignments; assisting in development of audit programs; examining costs, accountingsystems, internal controls, policies andprocedures; making audit determinations concerning the accuracy, reasonablenessand reliability of information.

  • OR - Substitution of Education for Experience: You may substitute education for specialized experience at the GS 9 level by possessing a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related to the position being filled.

  • OR - Combination of Experience and Education: Only graduate education in excess of the amount required for the GS-7 grade level may be used to qualify applicants for positions at grades GS-9. Therefore, only education in excess of 1 full year of graduate level education may be used to combine education and experience.

For the GS-11 Grade Level: Specialized experience is defined as one (1) year (52 weeks) of specialized experience (equivalent to the grade 9 level in the Federal service) which includes:

preparingor auditing cost reports submitted by cost based ManagedCare Organizations (MCOs); planning and conducting financial, compliance, orperformance audits; modifying audit programs; conducting activitiesrelated to the detection of fraud, waste and abuse.

  • OR - Substitution of Education for Experience: You may substitute education for specialized experience at the GS 11 level by possessing 3 full years of progressively higher level graduate education leading to such a degree or Ph.D. or equivalent doctoral degree or LL.M., if related to the position being filled.
  • OR - Combination of Experience and Education: Only graduate education in excess of the amount required for the GS-9 grade level may be used to qualify applicants for positions at grades GS-11. Therefore, only education in excess of a master's or equivalent graduate degree; 2 full years of progressively higher level graduate education leading to such a degree, may be used to combine education and experience.

preparing or auditing cost reports submitted by cost based MCOs or financial information preparedby Medicare Advantage Organizations (MAOs) and Part D Sponsors; planning, conducting, and supervisingfinancial, compliance, or performance audits; developing and modifying audit programs; analyzing policies, procedures, internal controls and making recommendationsfor improvement; composing various documents including auditreports, technical documents, guidance documents on auditing or accountingissues; conducting oral presentations for management officials; conducting activities related to thedetection of fraud, waste and abuse.

Substitution of Education for Experience: There is no substitution of education for specialized experience at this grade level.

Combination of Experience and Education: There is no combination of experience and education for this grade level.

EDUCATION REQUIREMENT: In addition to meeting the Specialized Experience requirement listed above, all candidates must have the following educational requirements as described below , to be considered for this position.

A.) Have a degree in accounting; OR a degree in a related field such as business administration, finance, or publicadministration that included or was supplemented by 24 semester hours inaccounting. The 24 hours may include up to 6 hours of credit in business law.
  • OR -
B.) Have a combination of education and experience--at least 4 yearsof experience in accounting, or an equivalent combination of accountingexperience, college-level education, and training that provided professionalaccounting knowledge. The applicant's background must also include one of thefollowing: 24 semester hours in accounting or auditing courses of appropriatetype and quality. This can include up to 6 hours of business law; A certificateas Certified Public Accountant or a Certified Internal Auditor, obtained throughwritten examination; or Completion of the requirements for a degree thatincluded substantial course work in accounting or auditing, e.g., 15 semesterhours, but that does not fully satisfy the 24-semester-hour requirement ofparagraph A, provided that (a) the applicant has successfully worked at thefull-performance level in accounting, auditing, or a related field, e.g.,valuation engineering or financial institution examining; (b) a panel of atleast two higher level professional accountants or auditors has determined thatthe applicant has demonstrated a good knowledge of accounting and of relatedand underlying fields that equals in breadth, depth, currency, and level ofadvancement that which is normally associated with successful completion of the4-year course of study described in paragraph A; and (c) except for literalnonconformance to the requirement of 24 semester hours in accounting, theapplicant's education, training, and experience fully meet the specifiedrequirements.
