This position is contingent upon the contract award of the Woomera Test Range Remediation (WTR) program. This position provides a plan and execution of same for the extension of the existing Woomera Range capabilities to meet requirements for the next 25 years. WTR is located in the Southern Australia. The customer for this project is the Australian Department of Defense. The LM WTR team will be located at multiple sites in the United States and at Lockheed Martin Australia, Limited (LMAL) facilities at or near Adelaide, Australia. Team will consist of American program management engineering, business operations and procurement staffs in US and Australia and LMAL personnel located in Adelaide and other locations in Australia. The program consists of systems engineering, design, and procurement of COTS hardware and software solutions, test, and integration. The program will commence in spring/summer 2013 with a contracted period of performance is expected to commence in late 2014. Location of work will be in a LM facility in the United States with periodic temporary duty travel to the range site and LM facilities in Australia. The Systems Engineering Manager (SEM) will support the Technical Services Line of Business (LOB)/ Mission Support Program Area. SEM will be lead engineer with a key role in winning an initial $160M program, leading all engineering work for the range design and managing integration of the upgraded components to be installed in the range during program execution.

Basic Qualifications
Candidate must possess a strong systems engineering background in “systems of systems” projects. As program lead system engineer the candidate will support and report to the LM “WTR Program” Program Manager and will work with engineering counterparts at LM Australia. There is also a requirement for the SEM to interact with customer (DoD Australia) engineering staff. SEM will be the lead for determining the existing capabilities of Woomera, developing an engineering plan with which budgeting and acquisition/ upgrade of the range components and systems, and oversee the acquisition, installation, and integration of upgraded range products. Ability to establish and enhance customer intimacy and customer management skills are required as well as excellent written and oral communication skills are necessary. A strong background of exhibiting a commitment to employee development, organizational growth and mentoring a senior program engineering team are is required. Proven ability to aggressively manage within a process driven culture is mandatory. Knowledge of ITAR requirements and working within an ITAR environment is required.

Travel to/from Australia on TDY status is expected throughout life of program (including pre-proposal, proposal, pre-award, & post award/ program execution phases). A demonstrated ability to work with staff separated across large distances and time zones in required. Applicant selected will be subject to and must meet requisite security requirements imposed by the Australian government (usually transferrable from a US issued security clearance). The SEM will be accountable for all aspects of program engineering of this $160M contract. Candidates must possess strong business, proposal and technical management skills. Experience is required with satisfying the requirements of multiple operational customers while maintaining program baseline integrity. Knowledge of ITAR requirements and working within an ITAR environment.
