The Division of Budget and Contract Management is seeking a motivated individual to be responsible for the day-to-day management and operation of Agency's various budgets for Medicaid, CHIP, and other health care programs and grants. The incumbent works to ensure that the Agency's budget operations are in accordance with state and federal reporting requirements. This work includes but not limited to: federal and state reporting, appropriation and actual expenditure tracking and monitoring, grant budget development and reporting, coordination and interaction with agency management staff, development of new and unique analyses, General Assembly responsibilities, and special projects as directed and identified by the Division and Agency management.

Minimum Qualifications

Applicants must have considerable knowledge of public or private sector budgeting/accounting or financial management practices. Requires considerable knowledge of Virginia's legislative and regulatory policies. Must have considerable knowledge of federal regulations, budgeting, and reporting. Prefer experience as a financial/budget analyst or manager. Must have demonstrated ability to manage and direct the activities of a professional staff. Must be able to demonstrate ability to forecast expenditures, analyze trends and research variances, analyze complex documents and summarize for management decision making; and to manipulate vast sets of data in spreadsheets and databases. Must have demonstrated ability to work both independently and with others, to communicate effectively, both orally and in writing, and work successfully with diverse groups and all levels of management. Requires demonstrated ability to manage multiple projects while adhering to established timeframes, to produce clear and concise reports and to develop financial tracking systems. Must be proficient using word processing and spreadsheet applications for the PC. Degree with major course work in accounting, finance, or economics is required. CPA or MBA is a plus but not required. Extensive budgeting, accounting and financial experience may substitute for an advanced degree.
