The Equipment Services Department is seeking a Buyer to provide support in the procurement of vehicles, fleet related supplies and equipment for City of Fort Worth departments and operations; write new specifications; review and edit specifications received from City departments; make necessary adjustments with suppliers regarding replacements, incomplete orders or damaged supplies; prepare and track purchase orders, requests for quotes, and proposals, invitations to bid, and other necessary documents related to the purchase of supplies, equipment, services and materials; and to conduct the solicitation process while collaborating with department clients to ascertain the best price, quality and performance. Successful candidate shall possess excellent analytical, interpersonal and oral communication skills. Ability to interface effectively at all levels of the organization including the executive level. This is a high volume, fast-paced environment.

Skills / Requirements Bachelors Degree from an accredited college or university with major coursework in Business Administration, Economics, Accounting, or related field PLUS two (2) years of responsible experience in purchasing, materials management, or wholesale sales.
A high school diploma or General Equivalency Diploma, GED
Six (6) years of experience in purchasing, materials management, or wholesale sales.
Preference will be given to candidates who possess higher levels of education, and experience.
MARS, BUYSPEED or other financial and purchasing application experience required. Extensive telephone and public contact customer services skills preferred. Experience with Microsoft Word and Excel preferred.
OTHER REQUIREMENTS: The selected candidate will be required to travel 2-3 times a week to vendor/service provider locations to test drive City vehicles to verify satisfactory work completion. Therefore, a valid drivers license and an acceptable driving record is required for this position. The selected candidate must be able to lift and carry up to 40 lbs. An extensive background check is required for this position.

Preferred Qualifications:
At least two (2) years of the required experience including technical specifications writing for vehicle and equipment acquisitions.
Experience in municipal or public purchasing practices, principles, procedures and negotiation techniques is desirable.
Experience with Microsoft Access
Ability to perform analytical analysis to determine best value for vehicle purchases utilizing Microsoft Excel or similar programs

Essential and marginal functions require maintaining physical condition necessary for walking, standing or sitting for pro-longed periods of time; light lifting; climbing, bending and stooping; operating motorized vehicles.
