The Ohio Department of Administrative Services, Human Resources Division is seeking an experienced human resources professional for the position of Benefits Management Representative to perform a wide variety of duties in the area of state employee benefits (e.g. medical, dental, vision, life insurance, long-term care, retirement, leave plans, flexible spending accounts). Responsibilities include, but are not limited to:
Provide technical assistance to employees, dependents and agencies to resolve benefits issues (e.g., health, ancillary benefits, dependent care programs).
Acts as a liaison with internal customers between HR Operations, state agencies, state employees and health plan personnel.
Researches complex telephone and written inquiries from active and former employees concerning eligibility, payments, policies and procedures.
Resolves plan related complaints and appeals by telephone and/or in writing.
Coordinates claim activities with third party administrator and/or Benefits Trust.
Coordinates and provides training to state agency staff.
Assists in development and revision of forms, instructional materials, procedure manuals, newsletter articles, etc.
Retrieves data, verifies data and corrects employee and dependents benefits information.

MINIMUM QUALIFICATIONS 24 mos. exp. in adjudicating benefit claims or in coordinating benefit claims issues with third party administrators &/or insurers in governmental agency or private sector; 12 mos. exp. in public relations; 3 mos. exp. in operation of video display terminal or personal computer. -Or equivalent of Minimum Class Qualifications for Employment noted above. POSITION SPECIFIC MINIMUM QUALIFICATIONS: 12 months experience in processing employee benefits using with PeopleSoft HCM functions. 12 months experience with HCM modules (e.g., benefits).
Major Worker Characteristics:
Knowledge of public relations, state employee benefits (e.g., vision, dental, life, dependent care & pharmacy benefits)*, applicable benefits laws, (e.g., Ohio Revised Code & Ohio Administrative Code) & collective bargaining contracts governing state employee benefits*. Skill in operation of a personal computer &related software, (e.g., MS Word, Excel, Outlook, PeopleSoft). Ability to define problems, collect data, establish facts & draw valid conclusions, cooperate with co-workers on group projects, handle sensitive inquiries from contacts with employees, officials & general public, resolve complaints from angry citizens & government officials, prepare meaningful, concise & accurate reports, deal with a variety of variables in somewhat unfamiliar context, understand manuals & verbal instructions, prepare & deliver speeches before specialized audiences & general public; originate &/or edit articles for publication .
