Guaranty Bank is seeking a Human Resources Benefits Manager! Reporting directly to the Executive Vice President of Human Resources, this position is primarily responsible for designing, implementing and managing employee benefit plans. This includes recommending multi-year strategies, evaluating costs and effectiveness and full compliance for all benefit related activities.
Essential Job Functions & Responsibilities

Develop short and long-term benefit plan designs that guide the allocation of assigned resources toward the fulfillment of predetermined goals.
Analyze and evaluate services, make strategic recommendations, assist with negotiating contracts, implementation, and plan effective communication strategies for all benefit, wellness, and retirement programs.
Ensure compliance with plan documents, required notices, and any required postings.
Plan, execute, and analyze an annual benefit survey and enhance programs accordingly.
Consult with brokers and vendors concerning plan operations and assists in issue resolution where necessary, including management of the plan appeals processes.
Review and analyze all plan data to assess patterns and trends and recommend plan changes or amendments. Implement approved changes or amendments.
Plan and manage the annual renewal process including budget planning, recommending changes to senior leaders, and overseeing the annual enrollment process.
Perform tasks required by the vendor management policy and guidelines.
Lead and mentor the administrative staff, directing priorities, assessing resource allocation, regularly providing performance feedback, and guiding continual process improvement efforts.
Manage the leave of absence process for all Guaranty Bank employees ensuring compliance with applicable laws, coordination with benefit programs and payroll. Educate HR staff on legal developments and help guide decision making regarding FMLA and other leave related issues.
Provide guidance on disability laws and regulations and provide support to HR Business Partners and managers when accommodating disabilities.
Create quarterly and annual Affirmative Action reports, including an annual compensation report, and present to the EVP of Human Resources and highlight areas of significance requiring action plans.
Maintain confidentiality of highly sensitive information per HIPAA requirements and also including medical documents, claims information, and data related to other HR staff or executives.
Perform special assignments as directed by the EVP of Human Resources or other members of senior management.
Participate in the administration of the company’s 401k plan including audit and testing.
Manage the company Wellness Program, including identifying appropriate vendors, and managing the vendor relationship.
Assist with employee questions regarding leaves of absence, medical benefits, and other company perks.
Assist with coordination of Worker’s Compensation claims by providing guidance to the HR Business Partners and managers, analyzing and reporting on company trends and costs, and managing the vendor relationship.

Required Level of Education
Bachelor's degree in HR or related experience.
Required Minimum Years of Experience
Five years of progressively responsible employee benefit plan experience including regulatory compliance, plan design analysis and recommendation, plan change initiatives and vendor management.
Two years of responsibility for managing FMLA leaves and compliance.
Two years of responsibility for managing Affirmative Action plans.
