The purpose of this position is to administer benefits, workers’ compensation, wellness programs, and related human resources information systems, documents, and records for the organization. Responsible for monitoring, and reporting compensation and wellness metrics, budget, and contract management activities.

Responsible for administering and implementing effective programs and services that improve employee wellbeing, reduce risks, and stabilizes insurance costs for the North Texas Tollway Authority. This is accomplished by implementing health and welfare benefits for both employees and retirees, retirement plans, workers’ compensation, administering interfaces and updates to computer systems and researching and managing the implementation of updates and changes to policies and procedures. Responds to questions and inquiries from employees, administers and communicates policies and provides related training to staff. Coordinates and analyzes all ADA (American with Disabilities Act) accommodation requests in collaboration with employee relations staff and management.

Other duties include coordinating special programs and acting as project manager on special assignments.

Responsibilities:

Implements health and welfare benefits by acting as liaison for insurance providers, administering contracts with vendors and processing payments; collecting, analyzing, and disseminating data; managing the annual and new hire enrollment process; overseeing data file submission; recommending accrual rates.

Responsible for coordinating the NTTA’s Benefits and Wellness Committee and related activities including the development and implementation of a comprehensive wellness program addressing: tobacco cessation, nutrition, fitness, weight loss and stress management/emotional health.

Implements the retirement plans by administering contracts with vendors and processing payments, responding to general questions, disseminating information, researching legislative changes, implementing changes, updating databases, consulting with legal staff as necessary, processing enrollment materials, coordinating plan committee meetings, and reporting information to management and/or vendors.

Administer workers’ compensation and ADA programs. Reviews and recommends updates to internal processes, oversees the development and implementation of procedures, processes related documentation, reviews costs, evaluates vendors, and coordinates all requests for accommodations.

Meets with employees to answers questions and assists with benefit plan issues. Advises individuals regarding eligibility and coverage provisions for medical, dental, vision, group life, disability, and retirement plans. Coordinates vendor informational sessions and provides training to employees and supervisors.

Coordinates information systems activities by coordinating set ups and interface processes relating to the organization’s human resources information systems, acting as liaison to vendors and departments, and overseeing continued operations and maintenance of all connections.

Qualifications:

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

Over two years up to and including five years.

Work requires supervising and monitoring performance for a regular group of employees including providing input on hiring/disciplinary actions and work objectives/effectiveness, performance evaluations, and realigning work as needed. A first line supervisor typically performs these functions.

Recommendations regarding policy development and implementation are made and/or recommended. Evaluates customer satisfaction, develops cooperative associations, and utilizes resources to continuously improve customer satisfaction.

Receives Limited Direction: The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. The assignment may be reviewed upon completion. Performance is reviewed periodically.

Advanced: Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs and/or processes organization-wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively.

Does research for budget documents; and compiles data for computer entry; enters or oversees data entry. Has responsibility for monitoring budget expenditures (typically non-discretionary expenditures) for a work unit of less than a department size, i.e. program, projects, or small organizational units.

Advanced - Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.

Advanced - Ability to apply fundamental concepts of theories, work with advanced mathematical operations methods, and functions of real and complex variables. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.

Advanced - Ability to write editorials, journals, speeches, manuals, or critiques. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.

Benefits Analyst Credential (BAC), Certified Benefits Professional (CBP), Professional in Human Resources (PHR), or Senior Professional in Human Resources (SPHR) certification preferred.

Hands-on experience with self-insured benefits administration in a government environment preferred. Able to demonstrate a broad knowledge of all state/federal laws related to benefits and welfare programs, a general understanding of human resources laws/practices including but not limited to HIPAA, ERISA, and a solid understanding of benefit plan design and policy.

Strong communication and customer interaction skills. Able to demonstrate patience when handling client requests, questions, and/or concerns.

Intermediate to advanced proficiency in Microsoft Office applications (Outlook, Excel, Word, PowerPoint) and general knowledge of HRIS software applications.

Able to research information on a variety of HR topics including disabilities, state/federal leave laws and recommended accommodations.

Able to balance a demanding work load and prioritize multiple projects under critical deadlines.
