This position is located on the Idaho Panhandle National Forests with a duty location in Smelterville, Idaho. The incumbent will report directly to the Idaho Panhandle National Forests' Ecosystem Staff Officer, Shanda Dekome, (208) 765-7238, email: email@example.com .
The incumbent serves in an interagency "Service First" capacity with the Bureau of Land Management's Coeur d'Alene District Office, as a member of the Natural Resource Restoration Team (NRRT), which includes representatives from the U.S. Fish and Wildlife Service, Bureau of Land Management, Forest Service, the State of Idaho, and the Coeur d'Alene Tribe.
The focus areas of the work include a variety of restoration activities in the Coeur d'Alene River Basin resulting from one of the largest financial settlements for natural resource injury in U.S. history. Natural resource damage funds, as a result of the settlement agreements, will be used in part to plan and implement restoration actions at numerous sites in the Coeur d'Alene Basin.
Duties include coordination and oversight of general Natural Resource Damage Assessment and Restoration (NRDAR) activities on public lands in the jurisdiction of the Bureau of Land Management's Coeur d'Alene District Office and the Idaho Panhandle National Forests. This work will be done in association with the public, other federal and state agencies, local governments, and the Coeur d'Alene Tribe. The incumbent will also assist the NRRT in general with restoration planning, design, implementatin, oversight, and monitoring.

Serves as a technical resource on a broad range of activities which include coordinating and managing restoration implementation project strategies and policies.
Serves as a technical expert on interdisciplinary teams, integrating restoration into the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) clean-up design.
Conducts technical reviews of interdisciplinary team planning efforts, designs, contract preparation, project evaluation, implementation, oversight, and monitoring.
Reviews proposed projects for conceptual soundness, and technical feasibility through design and contracting activities.
Serves as a project manager and public works Contracting Officer Representative (COR) on large and complex restoration projects.
Designs complex restoration projects and prepares or assists with contract packages.
Serves in a cooperative capacity with Environmental Protection Agency (EPA) and other agencies, entities, or contractors conducting clean-up work in the Coeur d'Alene River Basin to provide technical assistance on all stages of work with a goal of maximizing potential for restorative efforts during and after these projects.

Bachelor's Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
Combination of education and experience with courses equivalent to a major described above, plus appropriate experience or additional education.
In addition to the basic requirements, the following additional education and/or experience are qualifying. Transcripts must be provided for qualifications based on education. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
GS-11: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (coursework directly related to position being filled); one year of specialized experience equivalent to at least the GS-9 level; or an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). Examples of specialized experience are: participating in natural resource management activities by making observations, gathering data, and reporting findings where information was used in environmental assessments and environmental impact statements; participating in the permit review process or identified regulatory compliance issues and requirements by performing field inspections and collecting and analyzing environmental data; serving as a project planner for one or more conventional environmental resources projects, such as construction, production, or reclamation activities and ensured compliance with environmental plans and stipulations.
GS-12: One year of specialized experience equivalent to at least the GS-11 level. Examples of specialized experience are: serving as a project planner for one or more conventional environmental resources projects, such as construction, production, or reclamation activities and ensured compliance with environmental plans and stipulations; providing advice and developed plans related to a wide range of natural resource management activities; planning and conducting evaluations of project or program operations; recommending new or modified work methods, organizational structures, management processes, or other procedures to resolve issues; analyzing and interpreting decisions and/or participated in budget development and management to support natural resource program objectives.
