The City of Avondale Finance and Budget Department is accepting applications for a Budget Analyst. This position is full-time, FLSA exempt and with benefits.

This position prepares, analysis and administers the operating budget. Prepares the city's five-year capital improvement plan. Monitors departmental expenditures throughout the year.

Examples of Duties:
Assist in the preparation of the operating budget by researching, analyzing and updating data, assisting other departments with technical questions, reviewing department requests, meeting with the City Manager and City Council and preparing the department budget manual in accordance with GFOA Standards for Award Submission.

Assist in the preparation of the five-year capital improvement plan by researching, updating and analyzing data, meeting with departments, the City Manager and the City Council. Participates in and prepares for citizen CIP meetings and produces the CIP document.

Monitors department expenditures by reviewing monthly expenditures, revising and correcting shortages and averages in budget adjustments, approving purchase orders, and preparing the monthly and quarterly reports for the City Council.

Typical Qualifications:
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

Over two years experience in state or government finance.

Work requires the ability to read GFOA publications, reports, manuals, policies and guidelines.

Work requires the ability to perform general math calculations such as addition, subtraction, multiplication and division.

Work requires the ability to write correspondence, minutes and basic business writing.

Planning responsibilities include preparing a budget calendar and coordinating operating and capital budget meetings.

The incumbent oversees budget preparation of department budget and reviews and approves expenditures of significant budgeted funds for the department and may research and prepare recommendations for city-wide budget expenditures.

Job has no responsibility for the direction or supervision of others.

Work requires analysis and judgment in accomplishing diversified duties. Work requires the exercise of independent thinking within the limits of policies, standards, and precedents.

Supplemental Information:
The incumbents in this position contacts others within the organization. These contacts may involve similar work units or departments within the City which may be involved in decision making or providing approval or decision making authority for purchases or projects. Vendors and suppliers may also be called upon for information on purchases, supplies or products. Meetings and discussions may be conducted with customers, brokers and sales representatives. Employee must maintain regular attendance.
