Provides advice and assistance to managers in the development of program and Budget requests and related supporting documentation. Drafts procedural instructions and policy guidance for use by officials in planning and estimating funding needs for staffing, contractual service, equipment, etc., travel, etc. Reviews and edits budget requests submitted by subordinate units to assure that they conform to command and higher headquarters requirements. Analyzes estimates to identify imbalances among program areas, to eliminate duplication of functions and to reconcile estimates with current levels of expenditures and anticipated changes in programs. Conducts annual year-end closing activities and reconciles with accounting records. Consolidates and validates input from field units for presentation of the budget. Prepares detailed obligation plans in conjunction with budget requests. Highlights budget changes and trends from year to year to help senior level management with program budget decisions. Provides advice and guidance to managers on writing budget justification responses in order to obtain and defend funding requests as well as to help prioritize budget requirements. Compiles narrative and statistical material and prepares exhibits and related back-ground information concerning assigned appropriations for use in briefings to and by, top officials. Performs similar information-gathering and budget justification tasks in response to requests by customers. Tracks budget expenditures against approved budget plans to ensure that funds are being according to financial limits, laws, regulations, policies and procedures. Tracks, analyzes and reports on actual financial execution data for assigned budgets and programs. Compares actual execution data to approved obligation plans while meeting with functional managers to explain any variances. Develops and maintains automated Financial Management Systems and data bases to track all budget information including estimates, allotments, transfers, obligations, expenditures, and current balances. Incumbent develops a variety of real time budget information reports for mangers to review and identify required actions. Maintains automated budget systems and reports for data base commitment accounting systems, obligated and unobligated funds balance, and uncommitted balance reports. Incumbent reviews funds status and reviews commitment documents to ensure correct funding citations and ensures required signatures are prepared to authorize funds.
You must possess the Basic Requirements identified below to be considered eligible for this position. Transcripts must be provided for qualification based on education. Your application or resume must clearly show that you possess the appropriate experience requirements.
GS-11: One year of specialized experience equivalent to at least the GS-09 grade level; or Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to a degree or LL.M., if related; or an appropriate combination of specialized experience and graduate level education (beyond what is required for a master’s degree, (i.e., more than 36 semester hours leading to a Ph.D).
Specialized Experience must include activities such as 1) providing technical advice and interpretations of budgetary/financial policies, guidelines, and directives to customers and/or management; 2) assisting with defining budget requirements for formulation; 3) preparing qualitative and quantitative analysis of annual funding needs for future budget years.
GS-12: One year of specialized experience equivalent to at least the GS-11 grade level.
Specialized Experience must include activities such as: 1) presenting, developing, and justifying a budget for execution; 2) providing short and long term analysis on budgetary/financial data for determining future needs and requirements; 3) providing authoritative and technical advice and interpretations of budgetary/financial policies, guidelines, and directives to customers and/or management; 4) evaluating and making final determinations on the approval/disapproval of program funding resources.
