The Task Manager / Budget Analyst will:|
Work with program financial management and administrative activities, such as budgeting, accounting, and financial reporting and ensuring all contractors are being efficiently utilized;
Perform complex evaluations of existing procedures, processes, techniques, models, and/or systems related to management problems or contractual issues which would require a report and recommend solutions;
Develop work breakdown structures, charts, tables, graphs, and diagrams necessary to assist in analyzing problems and recommending solutions;
Provide guidance and assistance in coordinating output and quality checks of all related financial activities to ensure the adequacy of end products, invoices, budgets, license tracking, contract files, and other enterprise agreement related items;
Analyze budgetary relationships and develop recommendations for budgetary actions under conditions of time pressure and uncertainty due to: short and rapidly changing program and budgetary deadlines and objectives; gaps and conflicts in program and budgetary information; lack of predictive data; conflicting program and budgetary objectives; and changing guidelines for the work;
Review, edit, and consolidate annual and multi-year enterprise agreement budget estimates for divisions and programs based on individual vendor analysis, into a consolidated budget request;
Prepare or edit narrative justification for projected funding needs and assure that data in requests are formally and accurately documented in a wide variety of unrelated forms, schedules, and reports;
Work with the asset management program to budget for long-range procurement of product which involves knowledge of the various vendor contract variables. The contractor shall formulate estimations of the amount of, and schedule the timing of funds transfers from divisions and programs;
Monitor the execution of the enterprise agreement budget with many different sources and types of funding (e.g., direct multi-year appropriations, allotments from many different appropriations, transfers of funds from other divisions and programs and reimbursements for costs avoided);
Identify and analyze trends in the receipt, obligation, or expenditure of funds to assure that objectives of the annual financial plan are being met on a timely basis, and that funds are available and being properly and effectively used to support program objectives;
Develop recommendations for budgetary adjustments to support unanticipated changes in product usage and/or funding. The contractor shall prepare and document requests for increases or decreases in funds which require approval of budget or program officials at higher echelons;
Maintain current master copies of the enterprise agreement budgets, fund allocation by division and program, and detailed spending by vendor;
Work with division/unit/program management to ensure proper execution and tracking of funds transferred against the enterprise agreement funded;
Demonstrate knowledge and skill in the application of methods and techniques for analyzing and evaluating the effects of continuing changes in program plans and funding on the accomplishment of the enterprise agreement budgets;
Bachelor's degree in computer science, engineering, mathematics, business, or a related field.
Typical substitution for education requirement: 2 years related experience substitutes for Associates degree; 4 years related experience substitutes for Bachelor's degree.
Active Top Secret clearance required. Must be SCI eligible.
Requires (7) seven years of experience demonstrating the expertise and skills as described above and preferably one year supporting the federal government.
