Position Title

Budget Officer

Position Summary

  • Re-Advertisement - We seek a budget officer to take responsibilities to organize and perform all administrative matters involving the iUtah(http://iutahespscor.org) in the EPSCoR office under the directon of the iUtah principle investsigator. iUTAH is a multimillion dollar, statewide project, funded by the National Science Foundation. The budget officer will create and oversee accounting systems for EPSCoR , which includes: purchasing, p-card management, and all budget related matters, and supervise staff to ensure adherence to federal and state policies. The budget officer will also review and approve the invoicing and required financial reports involving six sub-contracted universities and institutions across Utah. This is a part-time (50%), benefited position.

Work with iUTAH management team to ensure proper fiscal management and compliance with federal and state procedures. Design and implement an accounting system to track USU's budget and the six sub-awarded budgets from across Utah. Design and implement a second accounting system to track expenditures, for all institutions in the iUtah project, in the funded budget categories, as required by the National Science Foundation. Participate in iUTAH budget meetings and initiate communications with all principle investigators iUTAH. Direct and develop federal grant cost proposals.

Minimum Qualifications

1. Bachelor's degree in accounting or other related business degree and 3 years federal research grant accounting at a university OR a Bachelor's degree with 5 years federal research grant accounting at a university. 2. Knowledge and experience interpreting OMB circular A-21 3. Ability to communicate budgetary data and regulations to Unit Heads and colleagues 4. Effective and demonstrated oral, written, and interpersonal communication skills 5. Excellent interpersonal, organizational, and multitasking skills 6. Ability to work well under pressure 7. Attention to detail 8. Excellent knowledge of Excel using complex spreadsheets.

Preferred Qualifications

1. Experience working with Banner at a university. 2. Knowledge of federal grant compliance issues.
