Job Description:
PRO-telligent, LLC, a TetraTech company, is currently
seeking a Budget Project Manager to support a USG
client. This position is located in Springfield, VA and
requires a Top Secret clearance. Those with all other
requisite skills and a Secret clearance may be
considered for an upgrade to Top Secret. The prson in

this position will:
  • Serve as the lead financial analyst for the
development and management of four international IT
security project budgets totaling more than $20
million annually.
  • Present organizational and budgetary advice to
senior level management, financial staff, program
officers, and external offices both orally and in
writing. Conduct analyses and studies to identify
fiscal relationships and financial plans, and
presents findings to a wide range of stakeholders.
Focus on maintaining the linkage between project
activities and agency strategic plans. Develop and
reviews accounting processes and assesses their
impact on the organization.
  • Perform short-term financial forecasting and
long-term project life cycle planning and governance
pertaining to budget activates such as creating and
maintaining spend plans, developing cost-benefit
analyses, working with project managers and
stakeholders to properly obligate funding, reviewing
vendor invoices for accuracy, auditing government
credit card records, auditing travel vouchers,
requesting internal transfers and external
reimbursement agreements, tracking allocations,
processing MIPRs and procurement requests, and
producing financial reports with little lead time
for static and newly emerging requirements. Manage
these financial activities using various budget
tracking systems, including the Global Financial
Management System (GFMS).
  • Perform program management oversight functions to
effectively allocate budget portfolios in line with
organizational goals and objectives. This includes
governance artifact development, risk analysis,
project planning, development and tracking of
performance metrics, earned value management,
portfolio management, and cost and schedule
management. In this role, serve as an adviser to
management and collaborates with staff at all levels
of the division.
  • Develop and manage the OMB Exhibit 300 business case
and Exhibit 53 documentation for RPB. Prepare and
submit accurate budget data using Capital Planning
and Investment Control (CPIC) methodologies. Serves
as a Subject Matter Expert on the Exhibit 300/53
process within the LWS Division. This ongoing
function involves writing business justifications as
the project evolves and matures and responding to
guidance changes released by OMB. It also requires
sensible linkage to the Government Lines of
  • Perform all activities related to RPB procurements
including working with the Acquisitions Department
to answer technical questions they may have prior to
award, preparing sole-source justification and
authorization documents, and finalizing receipt of
goods and services.

Job Requirements:
  • Top Secret security clearance or a Secret clearance
and clearable to TS
  • Minimum 5 years of experience working in a DOS
budgetary role.
  • Certified Project Management Professional (PMP)
  • College degree or equivalent working experience.
