This is professional, technical, managerial, and supervisory work in the enforcement of City building regulations. As the Building Official, other than the Planning and Development Director, this position is the ultimate authority in Building Code interpretation. The employee's responsibilities include implementing, applying and enforcing the City’s adopted building regulations, supervising and coordinating permit issuance, public assistance, plan review, field inspections, code enforcement of multiple titles of the Auburn City Code , and addressing or readdressing of new residential and non-residential properties.

Primary Duties:
  • Supervises the division employees involved in the building plans review process *Supervises field inspection of new and modified structures for conformity to building codes and conditions *Ensures employees provide outstanding customer service to co-workers, as well as the public *Interprets City building codes and assists the public with construction and development requirements; responds to, and resolves, citizen complaints, unusual situations, and inquiries regarding code requirements *Investigates complaints and unusual situations; determines actions to allow for resolution, in accordance with appropriate codes *Examines applications and plans for development permits *Assists and advises the general public, architects, designers and builders on plan review process and building requirements *Answers inquiries from the public on residential, commercial, and industrial construction codes and requirements *Stays current on building construction technology, and various building, fire, electric, land use and other codes in order to provide accurate and up-to-date information to staff, administrators, Mayor, Council and the public. *Supervises preparation of and/or develops reports and makes presentations to individuals, groups or council committees as necessary *Recommends revisions to City ordinances pertaining to building codes, inspection services and code enforcement procedures *Coordinates with the private sector and governmental bodies as required to accomplish division goals and objectives *Serves as a coordinator for a variety of initiatives and programs that include City Departments, outside agencies, and groups internal to the Planning and Development Department *Assists the Development Services Manager in short- and long-range planning *Makes recommendations for hiring and termination of employees; supervises, trains, motivates, evaluates and administers personnel functions related to full-time and temporary personnel *Works in a professional manner with staff, administrators, Mayor, Council, other agencies and the public *Relates courteously and effectively to the public, vendors, and other City staff in both supportive and enforcement capacities *Enters data or information into a terminal, PC or other keyboard device; uses a variety of computer applications such as Permit-Plan system, word processing and spreadsheet functions; works with the City’s permit tracking system *Uses graphic instructions such as blueprints, schematic drawings, layouts or other visual aids in performing job functions *Produces written documents with clearly organized thoughts using proper sentence construction, punctuation and grammar *Promotes and maintains supportive, coordinated relationships with other City divisions and departments *Regular, reliable and punctual attendance *Due to internal and external customer service needs, incumbent must be able to work a full time schedule, on-site (appropriate City work sites) *Works effectively under pressure and with frequent interruptions *Completes work and projects in a thorough and timely manner *Understands and follows directions from supervisor, posted work rules and procedures *Works courteously and effectively with public officials, citizens, contractors, vendors, developers, supervisor, and other employees, both in person and over the telephone; assisting them with a wide variety of information pertaining to City and department *Works independently and makes sound, timely decisions *Operates a motor vehicle requiring a standard Driver's license *Shows initiative in performing job functions *Performs related work as required * = Primary function.
Minimum Qualifications:
Four year degree in engineering, building construction technology, planning or related field AND a minimum of five years of experience in increasingly responsible engineering building technology, planning, or related field positions with a minimum of two years of demonstrable effectiveness in administration AND two years supervisory experience or management. OR two years of college level courses in engineering, building technology or planning, or related field AND seven years of experience in engineering, building technology, planning, or related field, demonstrating effectiveness in administration or management, AND two years supervisory experience.

Possesses and retains a valid state driver’s license throughout tenure of employment, without impending loss at time of appointment. Certified Building Official required to posses and maintain certifications throughout tenure of employment to include Residential Building Inspector, Commercial Building Inspector, Building Plans Examiner, Commercial Mechanical Inspector, Commercial Plumbing Inspector, Residential Mechanical Inspector, Residential Plumbing Inspector, Fire Inspector, Fire Plans Examiner. Electrical Inspector Certification is preferred.

Additional Information:
Works both indoors in a clean, climate-controlled workspace and outdoors, sometimes during inclement weather. Required to sit, talk, and hear; frequently required to use hands to: finger, feel or handle writing utensils, computers and office supplies which require repetitive arm, wrist and hand movement. Occasionally required to stand and reach with arms and hands, climb, balance, stoop, kneel, crouch, bend or crawl . Specific vision abilities include close, distant, color, and peripheral vision, depth perception and to adjust focus. The employee is occasionally required to lift or move up to 35 pounds. Visits job sites that require walking on uneven, rocky, or rough ground. Position requires mental acuity to ensure thorough mental analysis of situations in a fast-paced environment. Employee is required to maintain confidentiality of information within the department. The employee may be required to deal with disgruntled individuals requiring the use of conflict management skills. Employee is frequently required to perform work in confidence and under pressure for deadlines, and is required to maintain professional composure and tact, patience and courtesy at all times .
