BUILDING SAFETY INSPECTOR
The City of Rochester Building Safety Department has an immediate vacancy for a Building Safety Inspector. This position will be assigned to the Building Inspection Services Division and will be responsible for inspecting a variety of residential and commercial construction projects to ensure compliance with all building regulations, including the Minnesota State Building Code.
The ideal candidate for this vacancy will possess extensive experience in residential, multi-family, and various commercial building inspections.
Building Safety Department Services
The Building Safety Department administers and enforces the building code statutes and other related municipal ordinances (including the rental property code) which provide for minimum standards of building construction and use for the health and safety of the public.

Nature of Work:
This position involves skilled inspection work and related duties to insure and maintain compliance with State and City building codes in the remodeling and maintenance of existing structures or the building of new residential or commercial properties. Responsibilities include the performance of both field and office work in carrying out assigned duties to ensure compliance with legally established specifications and requirements and performing other related duties as required. Positions at this level may be specialized in one of the building construction trade areas but will be trained and required to perform inspections of a minor nature in any trade specialty. Inspectors must use considerable independent judgment and discretion in the performance of their duties. This position reports directly to the Manager of each relevant Division and indirectly to the Building Official.
Non-negotiable starting salary of $28.72 with advancement to $32.95 per hour.
DUTIES AND RESPONSIBILITIES:
*1. Conduct field inspections as assigned
*2. Advise contractors, citizens and residential rental property tenants, owners and managers on ordinances, codes and safety requirements and detail items that must be corrected to comply with applicable codes
*3. Prepare and maintain necessary records and reports related to the inspection program and assigned inspections
*4. Consult with supervisor on procedures to be followed in cases that are not clearly covered by existing codes and regulations
*5. Investigate complaints in regard to defective construction, installations and housing code violations; assist in the prosecution of violators of the City or State codes
6. Attend board of appeal hearings to provide findings of inspections pertaining to appeals
7. Check and review plans for conformance to codes and recommend issuance or denial of permits
8. Perform related work as required
* ESSENTIAL FUNCTIONS
Education and Experience
High school diploma or equivalent. A minimum of two (2) years experience in various phases of building construction or building inspection, such as plumbing, carpentry, HVAC, Electrical, building inspections or building maintenance is required or an equivalent combination of experience, education, and training that would provide the level of knowledge and ability may be substituted for the above requirements.
Must possess and maintain a valid Minnesota driver's license or valid driving privileges in Minnesota.
Must possess or have ability to obtain within six (6) months from the date of hire, current licensure and/or certification related to one of the following specialized areas of the building trades:
MN Building Official Certification
Building Official (ICC)
MN Building Official LTD
Building Inspector (ICC)
Property Maintenance Inspector (ICC)
Plumbing Inspector (ICC or IAPMO)
MN Licensed Electrician
Journeyman HVAC Technician
Associate or higher degree from an accredited college with major course work in Architecture, Engineering, Construction Management, Building Inspection Technology, or other applicable area.
Proficiency with Microsoft office software.
Certification by the State of Minnesota or the International Code Council as a Building Official.
Certification by a recognized agency as a Building, Electrical, Plumbing, Mechanical, Property Maintenance, or Combination Inspector.
Possession of a Minnesota Master or Journeyman Electrician's License.
KNOWLEDGE, SKILLS AND ABILITIES:
Ability to utilize appropriate customer relations and workplace skills
Knowledge of the principles, practices, methods, techniques, tools, materials and equipment used in building structures; or electrical construction and alteration work; or plumbing or heating and air conditioning installations and associated installations
Knowledge of possible defects and faults in the above systems and appliances and of standard testing devices and procedures and effective corrective measures
Knowledge of national, state and local regulations relating to the various areas of building trades
Ability to detect and locate defective installations and to ascertain the stage of installation when defects are most easily found and remedied
Ability to communicate effectively with building owners, contractors, craftsmen and others; and to develop and maintain effective working relationships on inspection work and regulatory matters
Ability to interpret and enforce applicable building codes

This position requires a majority of time spent standing, walking and sitting.
Weights of objects to be lifted, pushed/pulled or carried will range from ten (10) to fifty (50) pounds.
Climbing of stairs and ladders is often required as well as movements such as balancing, stooping, kneeling, crouching, bending, reaching and handling.
Good sensory skills are important (sight, hearing and speech) as well as the ability to operate a motor vehicle.
Incumbents will be exposed to a mixture of environmental conditions such as exterior weather conditions, dust, noise and other irritants.
