Professional experienced in working with human service programs needed to perform both independently, as well as a member of a team, to promote the effective use of data and design of information systems across program offices within Allegheny County Department of Human Services. Specifically the Business Analyst is responsible for:
*Conducting ad hoc query and report development to support research, evaluation and data-driven decision-making.
*Directing and assisting in the ongoing design, development and enhancement of DHS information systems; providing guidance on the optimal data structure and system requirements to ensure that the data stored and retrieved from the system meet the research and operational needs of DHS.
*Documenting business processes and functional specifications, both in technical documents, as well as documents designed for lay people or non-technical staff.
*Performing data management and transformation.
*Cleaning and manipulating complex data to prepare it for analysis.
*Gathering detailed reporting requirements from non-technical staff to develop data requests and design automated or self-service reporting tools.
*Working closely with colleagues to identify data related problems and develop solutions.
*Identifying processes to improve efficiency and quality of reporting, including making recommendations for report automation and improved documentation practices.
*Researching and designing solutions to modify IT systems or databases to meet needs created by new or changing business processes.
*Processing and analyzing data to support the daily operational data needs of the department such as providing formal and informal responses/reports to regulatory oversight agencies, grant-making organizations and collaborative partners.
*Ensuring quality work products are produced through the use of solution assessment and validation processes.
*Working closely with colleagues to accomplish project work and to capitalize on opportunities for joint learning and information sharing.
Bachelor’s degree from an accredited college/university in Computer or Information Science, Business Information Systems, Engineering or a related field, plus 2 years of relevant work experience. Applicant should have strong analytic and problem-solving skills, as well as excellent written/documentation skills and excellent organizational skills. Familiarity with relational database design and experience in data warehousing, data analysis, business intelligence or data management are important.
