This position primarilty participates in complex Information Technology (IT) data analysis, but is also responsible for business requirements and other activities throughout the Business Automation and HHSC IT Social Services Applications divisional areas of responsibility. Provides analysis and guidance to other agency areas regarding interpretation of policies and procedures within the arena of the data and functionality of the IT Social Services Applications. Serves as a senior analyst with respect to gathering and analyzing system data, which will include the analysis of performance data to identify trends and areas for improvement initiatives. Prepares and presents complex communications and/or reports on data analysis activities to all levels of staff up to and including executive management. This position serves as the lead in producing documentation and expertise in response to internal and external audit requests as required. Performs root cause analysis and the development of associated corrective action plans as required for IT systems and processes. Primary trainer of unit staff to assist with creating data queries and validation of the rerieved data. Other responsibilities include serving as a senior analyst in the development and implementation of eligibility programs' business rules, business requirements, and technical specifications of changes or additions to current or future technologies. Assists in developing and implementing continuous process improvement initiatives. Duties include providing peer reviews of business requirements documentation and coordinating technical writing and editing reviews. Reviews complex project deliverables such as project charters, design documentation, and risk assessment plans and provides comments and suggestions to document owner. May also include providing production support and technical assistance to users of IT Social Services Applications eligibility, inquiry and issuance systems, and any other duties as assigned.
Essential Job Functions:
Serves as a senior analyst for Business Requirements unit daily operations with primary emphasis on gathering and providing technical analysis of data residing in or interfacing with the IT Social Services Applications. (40%) Serves as liaison between program-area, development, and other HHSC IT Social Services Applications staff to provide mentoring, consultation, and documentation assistance regarding data gathering and analysis within all IT Social Services Applications eligibility systems. (20%) Performs complex analysis to diagnose system problems/data anomalies and assists in coordinating a corrective action plan. (20%) Performs complex analysis to diagnose system problems and suggests a corrective action plan. (5%) Provides quality-assurance-related consultation to, or oversight of, projects, assignments or special initiatives. (5%) Provides assistance to developers, system analysts, and customers on system applications, software, and hardware and production support to users of IT Social Services Applications eligibility systems and applications, including on-site support as needed. (5%) Develops and/or reviews complex system documents or artifacts to convey business requirements and support efficient system design (including but not limited to business rules, business requirements documents, mock-ups, diagrams, flowcharts, system design documents, risk management plans, quality management plans, and/or technical specifications). (5%)

Registration or Licensure Requirements:
Initial Selection Criteria:
Graduation from an accredited four-year college or university with major course work in business, communications, or IT/computer sciences. Minimum of four years experience with querying and analyzing data. Experience working professionally with a broad range of stakeholders. Knowledge of State of Texas, Health and Human Services (HHS) system organization and eligibility programs. At least four additional years of relevant employment exceeding the minimum experience required may be substituted for the education requirement. Completion of an assessment is required as part of the application process for this position. Those that do not take or pass the assessment will not be considered for this position.
