The Virginia Department of Social Services, Division of Child Care & Early Childhood Development is currently recruiting for two (2) Business Operations Specialist to support the Division's Child Care Subsidy Program that creates program and guidance decisions by enhancing business operations/processes, efficiencies, and effectiveness through program automation. The selected candidates will be expected to: analyze business operations to understand and determine opportunities to automate processes and functions; participate in and/or conducts planning sessions to interpret system needs to support program guidance; review and analyze current business operations to determine the need for system corrections, maintenance and/or enhancements to existing systems; assist with defining, developing and documenting system requirements for Virginia Case Management System (VaCMS), Third Party Reconciliation (TPR), Electronic Child Care (ECC) and other systems; analyze and respond to help desk tickets including identifying possible system defects and training needs; provide programmatic and technical assistance to local departments of social services and state program staff, system vendors, and child care providers; develop and write clear business requirements according to user specification documents; apply test plans and scripts; test and reviews outputs; and apply quality checks prior to project implementation; and, participate in meetings and conference calls to stay abreast of program and technical issues and to support the program's business needs.

Minimum Qualifications
Considerable knowledge of the Child Care Subsidy Program policies, procedures and operations. Experience in relevant business and/or technical applications, including analysis and planning related to the development of software applications, design, development, testing, and implementation and support of large complex automated systems in accordance the Software Development Lifecycle Methodology (SDLM). Experience participating in program automated systems design and specifications. Skill in the use of MS Office (e.g., Outlook, Excel, Word, PowerPoint) and the aptitude to learn new Web-based systems. Ability to develop, and write clear business requirements for user specification documents; apply test plans and scripts; test and inspects outputs; and apply quality checks prior to project implementation. Ability to articulate to the business owners, information Systems and key stakeholders potential project risks and issues related to the operational system and project timeframes. Ability to consult with program staff and interpret programmatic needs into system operations. Demonstrated ability to apply interpersonal skills to effectively interact verbally and in writing with individuals and groups at all levels inside and outside of the organization; work independently and as a team member; collect and analyze information; and organize, plan, prioritize and manage work. Possess strong organizational and analytical skills.

Preferred Qualifications
Bachelor's Degree from an accredited college or university with a major in Computer Science, Information Systems, or Business Administration preferred.

Special Requirements
Employment will be contingent upon successfully passing a criminal history background check. The selected candidate will be required to complete a "Statement of Economic Interest" form. VDSS employees whose positions are in Band 5 and above perform in emergency roles if needed during state and federal disaster declarations. This is in accordance with the agency's emergency responsibilities. The selected candidate will be assigned to an emergency role upon hire and is expected to perform in that capacity as needed. VDSS will record information from each new employee's Form I-9 (Employment Eligibility Verification) into the Federal E-Verify system to confirm identity and work authorization.
