The Business Systems Analyst will provide support to the Software Applications Support (SAS) section. Responsible for the comprehension and implementation of statutory requirements as they relate to program oversight and evaluation responsibilities. Supports the development of specifications from which programs can be developed. Will provide consulting on projects by supporting the development and modification of policies, processes, and procedures.

Essential Duties and Responsibilities:

1. Coordinate meetings; administratively track client requirements, record minutes in meetings, and process action items through staff, and publishing minutes.

2. Track suspense dates and ensure that product/packages are complete.

3. Review documentation for completeness and consistency w/ approved documents and ensure that templates and formats are followed.

4. Assist in the preparation and review of SAS’s life cycle documentation and reporting.

5. Assist in tasks to include: defining, monitoring, preparing and analyzing documentation related to the Software Application Support section.

6. Write Standard Operating Procedures (SOP)s, and policies

7. Provide advisory and operational support for Software Configuration Management

8. Create process flow diagrams for the Software Application Support section supporting functions and business processes

9. Provide daily, weekly, monthly and ad hoc status reports on all areas of responsibility to the government customer

10. Perform analysis of data to indicate and identify trends.

11. Maintain electronic file containing customer user requirements, and produce queries and reports for use in documents describing user requirements and document the results of these analyses.

12. Prepares spreadsheets and graphs displaying analysis.

13. Attends and participates, as required or requested, in various working groups and initiatives.

14. Other duties may be assigned in support of the SAS team.

Supervision:
This position does not have any supervisory responsibilities.

Minimum Qualifications

(To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

Must have a minimum of 6 years’ experience.

Bachelor’s degree or equivalent in Business, Science, Technology or related discipline or comparable experience required. Graduate degree preferred. 5-7 years of experience may be substituted for the education requirement.

Active Secret clearance is required.

Previous experience in High Performance Computing, software development, project management, and working in a high level program office environment.

Proficient in the analysis of process and user needs, documentation of requirements, and translation into proper system requirement specifications.

Possesses full technical knowledge of most phases of system analysis and software development, considering the business implications of the application of technology to the current and future environment.

Certificates, Licenses, Registrations:
DAIWA Level I Certification – Information Technology and/or Business

Knowledge Skills and Abilities

Must have advanced working knowledge of a variety of computer software applications in word processing, spreadsheets, database, presentation software (MSWord, Excel, Access, PowerPoint), and Outlook.

Ability to formulate and define systems scope and objectives based on both user needs and a thorough understanding of business processes and industry requirements.

Must be able to devise or modify procedures to solve complex problems.

Ability to instruct direct and check the work of business systems analysis personnel.

Travel:
Occasional travel will be required for this position.

The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.

During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
