The Business Analyst Manager is responsible for the management, development, hiring, training and performance management of the Business Analyst team. The Business Analyst team works with County Departments to identify and document business requirements, evaluate options, work with technical teams to develop, test, and implement solutions in support of strategic objectives. The Business Systems Analyst Manager will establish and direct the policies and procedures for defining, testing and installing the information technology initiatives based on user-defined business requirements. The incumbent will provide an effective liaison between County departments, the Office of Enterprise Technology, external vendors, respective steering committees and County Leadership. This position will track and analyze trends and make appropriate recommendations that will significantly contribute to the overall County strategy and direction of OET. The Business Analyst Manager will have expertise across several functional areas with strong leadership skills.

Position Qualifications:

Minimum education and/or experience:
Bachelor’s degree in Information Technology, Business Administration or related field. A minimum of seven (7) years of related business analysis experience in a technology environment which includes a minimum of three (3) years of supervisory experience. Experience serving as a liaison between the business community and an IT organization required. An equivalent combination of education and job-related experience may substitute for the degree requirement on a year for year basis.

Preferred education and/or experience:
Master’s degree in Information Technology, Business Administration or related field preferred. Experience with ITIL a plus. PMP Certified. Software development life-cycle (SDLC) or process management a plus.

Knowledge, Skills, and Abilities:
Must possess the ability to concurrently manage multiple priorities and transition quickly between projects/issues. Ability to establish short and long term goals for others. Ability to determine methods and systems to be used by others. Demonstrated analytical and problem-solving abilities. Proficiency with Visio and MS Project a plus. Knowledge of or familiarity with software development life cycle methodologies. Ability to use direct or indirect influence to build support and consensus among diverse groups. Strong interpersonal skills, with the ability to easily and effectively interact with technical, non-technical, support, and business staff at all levels. Strong oral and written communication skills, including presentation skills and experience communicating with technical and non-technical audiences. Customer service skills and professional interaction with a staff of disparate personalities. Ability to build consensus across departments on complex solutions or issue resolution. Consistently meet deadlines. Handle project support problems in a timely manner. Self-prioritize work. Work with minimal to moderate supervision in the performance of daily activities. Work and communicate effectively with both team members and customers. Gather, understand, document and translate project activities into usable status reporting. Estimate required resources, develop business cases, and perform ROI analysis, Facilitate prioritization of change requests and enhancements. Conduct analysis of alternatives, recommendations and issue resolutions. Verify that the projects are on track and meeting their deliverables. Quickly learn new business processes. Display a courteous and professional demeanor. Ability to follow standards and project management methodology.

NOTE: Degrees/credits must be from an academically accredited college or university as recognized by the U.S. Department of Education (USDE) or the Council for Higher Education (CHEA).

Essential Job Tasks:

Manages the daily activities of the work group. Provides supervision and direction to a team of Business Analysts. Leads selection process in hiring of employees, assigns and monitors workloads, determines priorities, trains, and performs performance management of staff, contractors, and non OET collaborators. Designs solutions by leading a process for identifying and evaluating options; preparing functional specifications and configuring the system; resolving solution issues; serving as a bridge between the business and the project team. Partners with OET team members to complete project management activities to ensure the adopted OET project management methodology is supported. Ensures preparation of project estimates, resource allocations, and equipment costs; timelines and milestones; project post development support model. Provides mentoring for OET Business Analysts in the development and use of standard methods and processes for a repeatable business analysis model. Assists OET Business Integration Specialists in aligning projects with strategic direction, goals and objectives to ensure that projects are prioritized to provide the most benefit to the organization. Maintains the documentation, processes, guidelines and procedures by applying industry recognized project management methods, tools and processes as a standard practice to ensure the smooth operating of the day to day business.
