Position: Business Systems Analyst Intermediate Job No: 13611-1 Duration: 6 Months Contract (Possibility of extendable) Location: El Dorado Hills, CA 95762. Job Description As a Systems Analyst, support the I&O Product Strategies for 2012/2013 and beyond working cross functionally to support the product design and configuration activities across the Product Organization.

This includes acting as a utility player supporting facilitation, documentation, and design of requirements, including traditional process improvement efforts, new technology design and implementations, assist in change management tactics and adoption, as well as lead key analysis activities. The System Analyst fundamental purpose is to support the current product configuration tool(s), while helping bridge to existing and new technologies within the Product Development and Management Division of Blue Shield of California. Key responsibilities: 1. Achieve Product configuration proficiency with PlanDocs, PCT functionality with the intent to articulate configuration vs.

customization parameters, product use cases, UAT scripts, etc 2. Develop, as a key member of the Product Cycle team, product design requirements, including: a. Business Requirements and design specifications b. Document output format requirements (e.g.

Benefit Summaries, Summary of Benefits, and internal plan configuration documents) c. Benefit language, benefit accumulators, co-payments and deductibles d. Business Rule design and construct specs for a Business Rules Engine 3. Coordinate, consolidate, and develop design documentation for internal and external stakeholders, the plan configuration requirements and changes based on the plan design (Product Cycle Changes) to support the following processes and systems: a.

Output Management (PCT), MS SharePoint, BSC Portals b. Claims Management (Facets) c. Contracts Management i. Evaluate the role of process re-engineering techniques, new technology vendors and re-wiring of existing BSC product policies, business rules to drive efficiency 4.

Support team members using Business Process Methodologies, resulting in operational efficiency and greater quality analytics, in developing traditional business process documents including (but not limited to) a. As-Is documentation & To-Be documentation b. Service Level Agreements & Desk Level Procedures c. Business Functional Requirements, Business Rules & Technology Requirements 5.

Participate in developing solutions for innovative, agile, and actual process improvements for a full variety of processes 6. Assist in developing an automated testing solution that can validate documents for consistency with Blue Shield of California plan documents and regulatory requirements 7. Provides highly complex analytical support through the analysis and interpretation of data 8. Develops, prepares and presents complex analysis for Senior/Executive Management review Core Competencies:  Cultivate a strong partnership with key stakeholders to ensure successful business transformation work  Adhere to and Model the Way to the Product Development List of Competencies  Ability to gather Product Development “business requirements” and distill into specific deliverables for development and consumption  Interface with Leadership to provide updates and ensure expectations are being managed  Provide coaching to new team members within I&O  Business Requirements Analysis & Problem Solving Skills o Strong meeting facilitation and communication skills to work with different staff levels (Managers, SME’s, Developers, etc.) o Strong logical skills and ability to suggest viable options as the solutions to the problems o Quick learner who is easily able to learn new products, systems, applications and tools o Uses a defined process to determine existing gaps, the requirements for closing those gaps, and a means to measure progress of the transition and transformation  Analytical Skills: o Strong analytical, problem-solving and critical thinking skills o Ability to analyze the functional processes and suggest effective solutions o Ability to test, modify, compile, and execute concepts of the project o Experience in conducting Cross Functional Gap Analysis o Extensive experience in creating both "As Is" and "To Be" process modeling  Technical Skills: o Mastery of document development Excel, using data validation, conditional formatting o Mastery of document development using Word, Creation of custom templates, strict adherence to formatting standards.

o Competence using SharePoint 2007/2010, MS Project and range of Systems tools Education & Experience Requirements: – B.A/B.S. degree and minimum of 8 years of related systems analyst experience across a variety of business functions and domains Measures: Qualitative (observation / perception): 1. Successful implementation of system thinking methodologies and requisite culture change 2. Recognized as a systems analyst subject matter expert and system design lead 3.

Achieve critical stakeholder engagement and implementation adoption Quantitative (data driven): 1. Transition leadership of current Product Configuration Tool to future state PlanDocs platform 2. # of system deliverables consolidated as part of the requirements gathering / design 3. # of system deliverable implemented and leveraged as part of business KLO and improvement 4.

Creation / integration of Product Design requirements / design process where duplication or inefficiencies exist FAQ’s from Hiring Manager Q. Top Skills? A. Master in document development with Excel, using data validation and conditional formatting.

2. Master in document development with Word, creation of templates and formatting standards. 3. Experience with “As is” and “to be” process modeling.
