This is a journey level specialist position that will be responsible for analyzing and developing complex queries using SQL, DB2, SPUFI, File-Aid and other tools. The specialist will also perform mainframe release management using ZEKE, ENDEVOR and JCL. The duties will include addressing daily support issues, handling on call batch support, help desk support and Service Account support. The position requires the ability to handle the implementation of medium to large scale technical projects and the ability to complete detailed technical documentation. The specialist must be able to effectively, in verbal and written form, communicate and consult with the clients and analysts to gather requirements, design and develop solutions, resolve technical problems, document and ensure client satisfaction. This position also requires that the specialist to be self-motivated, able to manage projects and change request budgets, ensure that project documents are complete, current, accurate and updated and is able to resolve and escalate issues to the manager in a timely fashion. Some weekend work will be required.
Knowledge, Skills and Abilities / Competencies:
Working knowledge of programming techniques, programming languages, and the capabilities and limitations of computers; thorough knowledge of the principles of computer programming, testing, debugging, implementation, and documentation; ability to respond effectively and quickly in completing user support; demonstrated experience with analysis and design; strong oral and written communication skills; Strong organizational skills; ability to lead small to medium sized projects; ability to establish and maintain good working relationships; strong analysis and programming skills; ability to resolved highly complex problems; manage the implementation and support of COTS packages; have a basic understanding of state security policies, Networking and Infrastructure; and also, experience with the following: COBOL, CICS, TSO, JCL, ENDEVOR, BMSGT, SQL, DB2, VSAM, Queries, ZEKE Scheduler, EASYTRIEVE, EXPEDITOR JCL, INTERTEST, CA DB2 Tools, SPUFI, QMF, MQ Series in a mainframe environment, MICROSOFT Office Suite; Optional Skills: Microsoft Access, Visual Basic, and .Net.

Minimum Education and Experience Requirements:
Bachelor's degree with nine credit hours in programming and three years of experience in business applications consulting or development; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
