Professional, advanced technical position in support of the agency’s top priority of Safety of our traveling public. Support our Traffic Safety team in working to reduce the number and severity of highway crashes and protecting North Carolina motorists. Support the DMV team in promoting highway safety and providing excellent customer service, enforcing motor vehicle laws, and maintaining the integrity of official DMV records. Highly technical and complex analytical and programming for new development and maintenance/enhancements.
Postion requires: ability to manage small projects; organizing and following complex procedures; working independently with minimal supervision; investigating, researching and implementing new technologies; performing diagnostics; estimating time, personnel and equipment for assignments; employing technical knowledge in systems analysis, design, programming for internet/client server applications; consulting with clients and peers for problem resolution; provide after-hours on call support.
Position also requires: understanding of relevant principles, theories and practices of application development and maintenance, thorough understanding of programming languages and hardware currently in use and comprehensive understanding of additional capabilities of existing hardware.

Knowledge, Skills and Abilities / Competencies:
Thorough knowledge of and the ability to apply the principles and concepts of application analysis and design, cost analysis, estimating staffing needs, testing, documentation, and implementation.
Requires the ability to: analyze and interpret organizational and procedural problems to make modification to existing applications or to develop new applications; set and meet deadlines for deliverables based on user expectations, policies, and guidelines; communicate effectively in oral and written form.
Develop applications utilizing n-tier development methodology and an integrated relational database. Experience with concepts and methodologies related to:
  • Application usability and design
  • Object oriented design
  • Relational database design
  • Developing n-tier and web-based applications using Java/JEE, CORBA, and Web Services
  • Using open-source Java abstraction frameworks such as Spring and Struts
  • Using object-relational mapping (ORM) tool such as Hibernate
  • Source version control tools
This position requires a minimum of 5 years experience programming in Java/JEE, relational database, and XML. Experience with Oracle, JSP, Servlets, EJB, Web Services, Eclipse, CORBA, C++ and .NET framework is preferred.
Additional duties include, but are not limited to: test application code; troubleshoot problems reported by users; write and maintain system workflows based on user requirements; configure and maintain models within the system based on user requirements; maintain knowledge of emerging development techniques.

Minimum Education and Experience Requirements:
Bachelor's degree with nine credit hours in programming and three years of experience in business applications consulting or development; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
