Procure materials, equipment, supplies and services of a highly specialized and complex nature following established and approved procurement policies and procedures in order to provide the lowest cost solutions consistent with quality and service requirements while maintaining good vendor relations.

I. PROCUREMENT DUTIES AND RESPONSIBILITIES:

Ability to work and succeed in a fast-paced, deadline driven environment while demonstrating superior presentation, communication, team building and leadership skills that will be required in order to have regular communication with the business leadership team.

Work as a Integrated Product Team (IPT) Procurement representative in an organization that is driving material commonality in an effort to reduce product risks and costs while improving procurement turnaround time with a comprehensive understanding of the applicable procurement system. Apply sound procurement principles.
Review requirements document (i.e., statement of work, drawings and specifications) for clarity and adequacy, and obtain necessary revisions from the program office/engineering team.

Identify potential resources for required materials, equipment, supplies and services, and develop and issue requests for quotes. Obtain required data on identified suppliers for qualification and setup in the approved supplier list (ASL). Respond to supplier inquires and coordinates source selection decisions with other company activities.

Strong proposal support experience offering strategic solutions and developing Supplier Management Plans. Required Skills:
Negotiate terms and conditions, price, delivery, quality, and performance requirements and documents the entire fact finding and negotiation process to a document file per the documentation requirements. Demonstrate ability to perform price / cost analysis as required by policy. Ensure all procurement actions which commit the company to purchase materials or services from suppliers are properly documented, reviewed and approved consistent with policy and procedures. Act as liaison between the program teams, other functional areas and the suppliers to establish a cohesive work group. Ability to manage vendors to ensure quality expectations and lead times are being met. Work towards supporting the program by using goals to reduce cost, improve quality and reduce the order fulfillment time by executing with proficiency any procurement requirements. Understand the Quality System processes to include a working knowledge of Counterfeit Parts procedures including the use of an ASL. Support proposal activities with innovative solutions to meet Program needs and requirements. Receive, review, and evaluate supplier proposals to ensure they meet the Prime proposal requirements. Participate on proposal teams in fact finding, technical evaluation, and cost/price analysis. Prepare and issue purchase orders for selected suppliers consistent with policy and procedure. Follow the policies and procedures set forth by the company and apply the government rules set forth by the Federal Acquisition Regulation (FAR) when making purchasing decisions and processing purchase orders. Perform other duties and responsibilities as required. Preferred Skills:
Bachelor’s degree and 1-3 year(s) or 7+ years related experience Strong Proposal Support Experience Long Term Agreement/ Blanket Purchase Order Experience.
