BUYER
Position Summary:
Reports to the Director of Corporate Procurement or manager, purchasing and inventory. Responsible for planning and procuring the most cost effective products and services for MTC Corporate and site operations in compliance with company policies & procedures and management & prime contract directives. Assists in the evaluation of contracts and provides assistance to personnel.
Essential Functions:
1. Assist in the development of procurement policies and procedures in accordance with government, management, and contract requirements, as applicable.
2. Assist in the development, implementation and adherence of strategic procurement initiatives.
3. Assist in selecting optimal suppliers for contracting and standardizing products and services; managing long-term supplier relationships.
4. Consolidate the number of supplier relationships in direct support of established commodity strategies and to maximize pricing efficiency, quality, and service while reducing administration costs.
5. Review and evaluate supplier performance on a regular basis creating a recovery plan with the supplier when necessary.
6. Assist in the tracking and compliance of the supplier diversity program.
7. Prepare and administer all purchase orders and contracts for supplies, equipment, service, repairs, utilities, rehab work, lease/rental and other types of procurements as assigned.
8. Ensure the accuracy, integrity, and adherence of all contractual terms and conditions.
9. Assist in the development of contract tracking reports and train personnel in their use; monitor and analyze contracts and report findings to management.
10. As directed by management regularly report contract spend by business class code (i.e. small, disadvantaged, etc.), purchase category, negotiated savings, etc.
11. Negotiate contracts with targeted improvements in service, delivery, quality and price, etc.
12. Assist in the review and evaluation of contracts in accordance with government and management directives; provide training to the staff in the preparation of contracts as needed.
13. Provide assistance to the staff in the procurement of goods, services, other types of procurements, and in the mitigation of any supplier performance problems.
14. Coordinate and communicate purchasing activities with procurement, property and finance staff pertaining to procurement matters.
15. Assist manager, purchasing and inventory in the timely development and implementation of procurement tools.
16. Maintain accountability of property; adhere to company policies and procedures.
17. Perform other duties as determined by management.
It is expected that the incumbent shall perform other duties as assigned within his/her capabilities as determined by management.
External requirements
Bachelor's degree in supply chain management, accounting, business administration or related field and two years procurement or accounting experience required. Participation in external procurement associations preferred. Proven experience in supply chain management, accounting, or business management may be considered in lieu of formal education requirements. Certification in the procurement field (C.P.M. or A.P.P) preferred. Must be willing and able to travel. Must have excellent verbal and written communication skills and a thorough knowledge of computer application software (integrated accounting systems, word processing, spreadsheet, and other business software technology). A valid driver's license in the state of employment with an acceptable driving record required, unless waived by management.
