Essential Duties and Responsibilities:
1. Provides direction, leadership and oversight of all financial management functions.
a. Leads the budgeting and financial management processes
b. Prepares and presents monthly financial reports
c. Provides strategic fiscal analysis and forecasting
d. Monitors and projects cash flow needs and allocates capital as needed
e. Manages the agencys borrowing and recommends credit strategy
f. Creates, implements and monitors fiscal policies and procedures and internal controls
g. Recruits, hires, trains and supervises accounting staff Controller (or equivalent), Financial Coordinator, Billing Coordinator, and others
h. Designs, implements and monitors accounts payable and receivable
i. Develops, implements, and supervises an aggressive and effective collections program
j. Prepares and presents other reports and analysis as requested
k. Responsible for the timely filing of annual cost reports for Kentucky
l. Assist independent auditors in completing annual audit, 990s, 5500s and A-133 single audit reports.
m. Assists the Chair of the Finance Committee, and advises the Board of Directors on all financial matters
n. Participates with other Senior Managers in decision making
o. Maintains positive working relationships with bankers, creditors, financial advisors, insurers, vendors, customers, and others with whom the agency does business
p. Responsible for consistent operation of general office areas and electronic communication (IT). Leads the development, with input from IT professionals, of a rolling IT strategic plan.
q. Assist CEO to set strategic direction and assure resources are focused on areas consistent with the Strategic Plan
2. Directs Organizational Compliance and Risk Management efforts.
a. Assures compliance with GAAP, IRS, and all applicable state and Federal financial reporting standards
b. Reviews and oversees compliance with all grants and contracts
c. Assures timely submission of all required reports
d. Leads agency risk management and safety programs
e. Solicits competitive bidding by insurance carriers, to assure the best possible insurance coverage for the agency at the best possible price.
f. Serves as liaison to external auditors and regulators
3. Oversees the Human Resources function.
a. Works closely with the Director of Human Resources on employee salary and benefits planning and related forecasting.
b. Participates in the annual benefits insurance sourcing and plan design.
4. Manages and Directs Acquisition, Improvement and Maintenance of Equipment, Real Property, and other Tangible Assets.
a. Develops RFPs, solicits and analyzes bids for equipment and capital improvements
b. Reviews and approves all leases, contracts and purchase offers, and participates in negotiations, when necessary and appropriate
c. Designs, implements, and enforces purchasing policies, procedures and processes
d. Maintains records, files, fixed asset schedules and other information describing the agencys real property and other assets
5. Continues Professional and Personal Development
a. Stays current on all applicable regulations, rules and standards
b. Attends training as necessary and required
c. Completes and implements personal development plan
d. Stay current on knowledge and skills for financial and administrative responsibilities
6. Perform Other Duties as Assigned
10 years in financial management; 5 years general management/supervision; prior work in non-profit industry a plus
- Bachelor's Degree in Accounting
