THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions. This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.

This position is a full-time term appointment not to exceed 2 years . Term appointments may be extended up to 4 years at the discretion of management and in accordance with applicable regulations.

This position is for a Community Planner in the Asset Management/Facilities Planning business line within Naval Facilities Engineering Command (NAVFAC) Washington, located at the Public Works Department, Dahlgren,VA. The business line is responsible for supporting the production and delivery of comprehensive NAVFAC Products and Services to clients within the NAVFAC Washington’s geographic area of responsibility.

KEY REQUIREMENTS

Suitable for Federal employment as determined by background investigation.

You must obtain and maintain a security clearance.

DUTIES:
As a Professional Community Planner, your duties may include the following:

  • Providing planning processes through policy and guidance for orderly and cost effective development of shore facilities;
  • Providing leadership abilities to serve as a team leader and facilitator;
  • Executing the Department of Defense Shore Facility Planning criteria, directives and regulations;
  • Working experience with Asset Management or similar organization (such as: Real Estate, Facilities Planning, Intergovernmental Planning, Asset Utilization) that can be applied to execution of products and services;
  • Developing and presenting or consulting on complex issues to clients and senior leadership;
  • Planning, programming and budget management system for project development.
QUALIFICATIONS REQUIRED:

The Office of Personnel Management has identified the following minimum educational requirements for this position:

A. Successful completion of a Bachelor's degree in community planning - OR -
B. Successful completion of a Bachelor's degree in a related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. - OR -
C. Successful completion of a Bachelor's degree in a related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science or public administration, but I do not have 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance; however, I have at least one year of work experience in community planning acquired under the supervision and guidance of a community planner. - OR -
D. Combination of education and experience: education that is equivalent to a major in one of the above disciplines as stated in item B. - OR -
E. Combination of education and experience: education that is equivalent to a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines as stated in response B of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. In addition to meeting the basic entry qualification requirements above, applicants must have specialized experience as follows:

Your resume must demonstrate at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private or public sector as a professional community planner managing facilities planning projects . Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Examples of qualifying experience include:

  • Preparing facility requirements;
  • Managing assets, land, and facilities;
  • Processing site approvals in the areas such as real estate, capital improvement, construction, environmental, or public works.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. Applicants should meet the DAWIA Certification requirements for the Facilities Engineering Career Field and be certified at Level II at the time of application. REQUIREMENTS:
Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. All qualifications and time-in-grade requirements must be met by the closing date of this announcement and clearly documented in your resume.
