Construction Project Administrator responsible for coordination of access Outside Plant construction being accomplished by contract or force construction labor.

Responsible for approving final billing in BidMaster from contractors and coordinating with Contractors, CenturyLink engineers, and Construction Supervisors for all construction and splicing and inspections required.

Construction Project Administrator Supervise assigned Plant Facilities disciplines within the Region to determine and define plant requirements to meet requested service requirements.

Implement strategies and plans as required achieving established Region objectives for the capital construction program.

Serve as the interface within the division on engineering, construction and installation matters helping to ensure conformance to established practices and procedures for the engineering, construction and installation of communications plant.

Supervise construction and installation activities to provide efficient operations and quality service in a timely manner.

Participate in the process of negotiating and or bidding of projects with vendors and contractors for the construction and/or installation of plant facilities.

Coordinate with Regional Markets Group associates to schedule maintenance windows, equipment upgrades and trunk/span turn-up.

Provide supervision to technicians on designs and plans to evaluate and implement new services, technologies, and products within established standards. Coordinate with engineering and installation teams to schedule construction of Network facilities, as well as resolve any issue with engineering designs/plans.

Supervise the development and maintenance of construction cost analysis to provide the basis for engineering estimates and contract awards on a Division level. Ensure the plans and specifications created by Plant Facilities support approved business strategies and provide a platform that is scalable and migratable to support future service requirements. Ensure CenturyLink System Practices are communicated and adhered to. Stay abreast of industry issues and technologies through continuing education and actively participate in state and local industry committees/forums. Prepare written and oral reports regarding capital construction requirements and associated engineering and construction issues.

Job Requirements
1) Minimum 5-7 years experience in Engineering, Outside Plant Construction, Contract Management related to these disciplines or the equivalent in training and experience.

2) Bachelor’s degree in engineering, plant construction, and/or telecommunications or related field or the equivalent in training and experience

3) Knowledge of OSP & ISP engineering standards, practices and procedures.

4) Knowledge of basic contract law as related to OSP/ISP Operations activities.

5) Knowledge of BidMaster system and RUS units.

6) Excellent communication and project management skills.

7) Background in negotiation skills as it relates to Telcom construction and engineering contracts.

8) Basic ability to read OSPFM or similar system generated engineering prints and documents.
